Join for a Workshop on Public Participation requirements in National Energy and Climate Plans (NECPs) the following day, the 16th of June, from 10:00 – 11:30 CET.

  • NECPs are a ‘central strategic planning tool’ that will guide national decarbonisation efforts by providing investment predictability, linking consistent policies with adequate sources of funding.
  • Updated draft NECPs will be submitted by the Member States to the Commission by 30 June 2023.
  • International (Aarhus Convention) and EU (Governance Regulation) law require Member States ensure effective public participation during the NECP revision process.
  • Public Participation has been abysmal in the 2019 NECPs and seems to be disappointing in the 2023 updates as well.
  • Highlighting the legal obligations of public participation in the drafting and implementation of the NECPs.
