It is a critical moment for National Energy and Climate Plans (NECPs) with Member States expected to analyse the progress they are making towards the completion of these plans and to update them where necessary. Public participation is crucial in the development and implementation NECPs, in particular as these plans will shape the day-to-lives of everyone, but governments do not seem to be fulfilling their obligations to involve the public quite as well as they should be. In this paper we examine Member States’ progress reports, holding up worrying trends and spotlighting best practices.
