
As the revision of the Industrial Emissions Directive (IED) enters the phase of interinstitutional negotiations (trilogues), the EEB, together with CAN Europe, Carbon Market Watch, Client Earth, Greenpeace, and Zero Waste Europe, call for a final text that upholds the EU’s commitments on climate, environment and public health. In this joint civil society paper, we have identified the key elements that updated law should entail the inclusion in the scope of all activities with the highest climate and environmental impact, in particular livestock (the largest factory farms), and the extractive industry; the guarantee of effective enforcement rules; the support for the transformation of industry in practice via effective transformation plans at installation level; and the support for effective permitting and compliance promotion.
