
This paper outlines the European Environmental Bureau’s recommendations for the EU’s forthcoming Heating & Cooling Strategy. It warns against a large-scale shift from fossil fuels to biomass, which would worsen air pollution and undermine climate goals. Instead, it calls for policies that prioritise energy efficiency and non-polluting technologies such as district heating and heat pumps powered by renewable energy. The paper also highlights the need for fair electricity pricing, support for low-income households, and the promotion of natural refrigerants to ensure Europe’s heating transition is both climate-safe and socially just.
