EEB input to the EU Environment Council Meeting, Brussels, 18 December 2023

In this letter, the EEB provided input to the EU Environment Council Meeting, Brussels, 18 December 2023, addressing all Environment Ministers of EU Member States, the Commission President, Executive Vice-President for the European Green Deal and Commissioners for Environment, Transport, Energy, Industry, Agriculture, Health and Food Safety, and the Chair of the European Parliament Environment Committee.

The EEB’s demands come structured according to our understanding of the 18 December Council Agenda, i.e., under the following headlines:

1. Regulation on packaging and packaging waste, amending Regulation (EU) 2019/1020 and Directive (EU) 2019/904, and repealing Directive 94/62/EC
2. Directive on Soil Monitoring and Resilience (See Annex 1)
3. Regulation on a monitoring framework for resilient European Forests
4. The Energy Performance of Buildings
5. 2040 Climate Target
6. Regulation establishing a Union certification framework for carbon removals
7. Directive on air quality
