
The European Chemical Industry Council (CEFIC) has published a 10-point action plan aimed at simplifying the EU’s REACH regulation, claiming it will streamline processes, support innovation, and maintain high safety and environmental standards. However, critics argue that the proposed changes risk weakening existing protections, undermining the objectives of the European Green Deal and the Chemicals Strategy for Sustainability. While the Commission has made clear that simplification must not equate to deregulation and must preserve REACH’s core goals, CEFIC’s proposals—though framed around efficiency and innovation—could entrench outdated practices and lessen regulatory rigor. Notably, REACH has played a crucial role in advancing chemical safety in the EU, and its costs to industry are minimal compared to other factors like energy. This document aims to clarify the implications of CEFIC’s recommendations, assess their alignment with broader EU sustainability commitments, and propose alternative reforms to balance regulatory efficiency with strong environmental and health protections.
