
Public procurement is a relatively new but rapidly growing tool for decarbonisation, emerging as a global strategy in recent years. Three EU procurement directives, currently under evaluation for revision, cover the entire EU single market. These laws have the potential to drive environmentally and socially responsible procurement, create lead markets for decarbonised products, spur innovation, support rural development, empower small-scale farmers and SMEs, and generate meaningful green jobs.
In this briefing, we outline key recommendations to strengthen European public procurement, including the goal of making it climate-neutral. By realigning procurement with its societal responsibility, this shift will not only enhance taxpayer value but also support industry in transitioning to a sustainable future.
