This report sets out a policy framework for accelerating the decarbonisation of the EU cement sector. It examines the potential of existing low-carbon binders, clinker substitution, electrification and circularity, and recommends reforms to EU standards, industrial policy and procurement rules to scale up low-carbon concrete solutions.
