Make Europe Sustainable for All project: Call for external evaluator(s) to carry out the final evaluation: expression of interest

‘Make Europe Sustainable for All’ is a three-year project funded by the EU’s Development Education and Awareness Raising (DEAR) programme.  After two successful years and a midterm evaluation carried out during the second year of the project, the project has entered its final phase of implementation and evaluation.

The final evaluation will address the issue of to what extent the project has met its objectives and will measure its impact. In particular, the final evaluation should focus on the qualitative analysis of the achieved impact, in order to provide the project lead and the entire consortium with:

  • Evidence of what outcomes were achieved and how
  • Assessment of the effectiveness of the project against its objectives, quality of implementation, main challenges found, lessons learnt and recommendations for the continuation of certain activities and eventual follow up of a project design
  • Collaborative assessment of our underlying Theory of Change

The evaluation process

The evaluation process shall be carried out using a participatory approach, engaging consortium members at different levels: the Coordinator, the Executive Committee, national-level partners (staff project and top management team), sub-grantees and other stakeholders. The detailed process will be agreed with the external evaluators based on the proposed methodology.

Applicant profile

We are looking for professionals (organisations) who can demonstrate:

  • Evaluation experience in relation to civil society coalitions, in particular in campaigning and awareness raising projects
  • Proven experience of working with European Commission programmes, in particular with the DEAR programme
  • Experience of the final evaluation of projects and the qualitative and quantitative evaluation methodologies in relation to civil society coalitions
  • Excellent research and analytical skills
  • Excellent communication skills and open to adapt the evaluation process according to ongoing needs
  • Ability to draft high qualitative reports in English. Knowledge of other project languages is an asset

The expression of interest shall be structured as follows:
• Presentation and CV of the expert/team of experts and past relevant experience/references about similar tasks and assignments, especially related to EC-funded projects
• Presentation of the methodological approach for the final evaluation of the project and corresponding timeline of the delivery. The methodological approach shall include the proposed means of engaging the various stakeholders of the project and shall include some in-person workshops, including two partners meeting: one in mid-February and the second one probably in late May
• Detailed budget including daily rates and estimated time allocation for the different phases of the evaluation. Please add an estimated work plan with time allocation.

The evaluation process shall start in January 2020 and be completed by the end of August 2020.

Budget

A budget of up to €25,000 including all taxes is foreseen for the task.

We foresee to sign the contract and kick off the evaluation process in January 2020.
