Croatia has had the unenviable task of running its first presidency of the EU at a time when Europe and the world were confronted by the worst public health emergency for decades. The basis for this assessment is therefore more limited than what would normally be the case. Nonetheless, while allowances should be made for the extraordinary circumstances that prevailed for more than half of the Presidency period, some conclusions may be drawn.
Our assessment is based on the ‘Ten Green Tests‘ sent to the Croatian government at the start of its presidency.
