Most (250) were plastic toys, 150 were plastic dolls, 21 were modelling clays or slimes, 31 were balloons or balls. More toys failed chemical checks than any other type of product, including clothing (42), cosmetics (91), jewellery (51) and even protective equipment (5), according to analysis of alerts sent via the EU rapid alert system <\/span><a href=\"https:\/\/ec.europa.eu\/consumers\/consumers_safety\/safety_products\/rapex\/alerts\/?event=main.search&amp;lng=en#searchResults\"><span style=\"font-weight: 400;\">Rapex<\/span><\/a><span style=\"font-weight: 400;\"> this week by the European Environmental Bureau (EEB), the largest network of environmental organisations in Europe. Of the 1,996 products of all types checked for all risks, 563 failed chemical tests.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Last week, news <\/span><a href=\"https:\/\/chemicalwatch.com\/72692\/major-european-project-finds-high-phthalates-levels-in-toys\"><span style=\"font-weight: 400;\">emerged<\/span><\/a><span style=\"font-weight: 400;\"> that customs officers <\/span><a href=\"https:\/\/ec.europa.eu\/docsroom\/documents\/32505\"><span style=\"font-weight: 400;\">destroyed<\/span><\/a><span style=\"font-weight: 400;\"> 31,590 mainly plastic Chinese dolls they considered a \u201cserious risk\u201d to children due to illegal levels of <\/span><a href=\"http:\/\/www.chemtrust.org\/phthalates-human-health\/#more-5434\"><span style=\"font-weight: 400;\">phthalates<\/span><\/a><span style=\"font-weight: 400;\">. Officers said 92% of the 722,000 toys seized carried the CE safety stamp. The stamp indicates the manufacturer met EU health, safety, and environmental standards and its presence is \u201cworrying\u201d, according to Polish ministry of finance officer Anna Kobylecka. Phthalates are endocrine disrupting chemicals, ten of which are classified as \u2018substances of very high concern\u2019, some of which have been banned for many years. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">A string of more recent cases indicate the problem is not a one-off. An <\/span><a href=\"https:\/\/ec.europa.eu\/growth\/content\/2nd-conference-reach-clp-and-biocides-enforcement_en\"><span style=\"font-weight: 400;\">EU sponsored<\/span><\/a><span style=\"font-weight: 400;\"> enforcement project looking not at imports, but at goods already on the European market reported in November 2018 that one in five toys had \u201c<\/span><a href=\"https:\/\/echa.europa.eu\/documents\/10162\/13577\/ref_4_report_en.pdf\/b53f5cd9-64a4-c120-1953-e9e176b9c282\"><span style=\"font-weight: 400;\">very high<\/span><\/a><span style=\"font-weight: 400;\">\u201d levels of phthalates, and that toys failed tests more than any other product group.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Other recent cases include:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Last week, nearly half of \u2018slime toys\u2019 failed EU safety standards for toys (EN 71-3) when <\/span><a href=\"https:\/\/www.which.co.uk\/news\/2018\/12\/hamleys-smyths-and-argos-sell-slimes-containing-chemicals-up-to-four-times-higher-than-eu-safety-limit\/\"><span style=\"font-weight: 400;\">tested<\/span><\/a><span style=\"font-weight: 400;\"> by a UK consumer group for the harmful chemical boron. Similar <\/span><a href=\"https:\/\/www.beuc.eu\/press-media\/news-events\/dangerous-slime-toys-consumer-groups-ask-eu-keep-kids-safe\"><span style=\"font-weight: 400;\">results<\/span><\/a><span style=\"font-weight: 400;\"> were found across Europe.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">In November, the <\/span><a href=\"https:\/\/www.kemi.se\/global\/tillsyns-pm\/2018\/tillsyn-11-18-tillsyn-av-julbelysning-och-elektriska-personvardsprodukter.pdf?_t_id=1B2M2Y8AsgTpgAmY7PhCfg%3d%3d&amp;_t_q=christmas&amp;_t_tags=language%3aen%2csiteid%3a007c9c4c-b88f-48f7-bbdc-5e78eb262090&amp;_t_ip=101.99.7.74&amp;_t_hit.id=KemI_Web_Models_Media_DocumentFile\/_b06dffc5-944c-4d8e-8847-88cfd2a8ecd6&amp;_t_hit.pos=1\"><span style=\"font-weight: 400;\">Swedish chemicals agency<\/span><\/a><span style=\"font-weight: 400;\"> uncovered <\/span><a href=\"https:\/\/chemicalwatch.com\/72467\/swedish-investigation-finds-svhcs-in-christmas-lights\"><span style=\"font-weight: 400;\">illegal levels<\/span><\/a><span style=\"font-weight: 400;\"> of \u2018substances of very high concern\u2019, including lead, cadmium, paraffins and flame retardants, in Christmas lights.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">In October, a <\/span><a href=\"https:\/\/english.arnika.org\/press-releases\/toxic-loophole-2018-e-waste-chemicals-in-children-s-products\"><span style=\"font-weight: 400;\">report<\/span><\/a><span style=\"font-weight: 400;\"> based on product testing in 19 European countries, found some of the most dangerous chemicals in the planet in products, including toys, made of recycled plastic. Similar findings were made in <a href=\"https:\/\/ipen.org\/documents\/pops-recycling-contaminates-childrens-toys-toxic-flame-retardants\">2017<\/a> and <a href=\"https:\/\/ipen.org\/documents\/toxic-toy-or-toxic-waste-recycling-pops-new-products\">2015<\/a>.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">In October, the Danish parliament <\/span><a href=\"https:\/\/www.ft.dk\/da\/udvalg\/udvalgene\/mof\/tv?s=20181&amp;m=td.1519430&amp;as=1#player\"><span style=\"font-weight: 400;\">debated<\/span><\/a><span style=\"font-weight: 400;\"> mandatory toy labels listing their chemical ingredients. An <\/span><a href=\"https:\/\/www.ft.dk\/samling\/20181\/beslutningsforslag\/b47\/20181_b47_som_fremsat.htm\"><span style=\"font-weight: 400;\">amendment<\/span><\/a><span style=\"font-weight: 400;\"> will be tabled in January. If it became law, it would be the first in Europe. One <\/span><a href=\"https:\/\/politiken.dk\/forbrugogliv\/forbrug\/art6806701\/Efter-triste-sager-strammer-Coop-krav-til-leget%C3%B8j\"><span style=\"font-weight: 400;\">supermarket<\/span><\/a><span style=\"font-weight: 400;\"> chain has already made the pledge.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><b>EEB chemicals policy manager Tatiana Santos said:<\/b><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201c<\/span><i><span style=\"font-weight: 400;\">We are happy to see agents blocking dangerous toys. Sadly they are fighting a losing battle. Manufacturers do not fear the law and government inspectors are outnumbered and outgunned. With the UN talking about a silent pandemic of disease due to chemical exposure, we need proper chemicals control and enforcement more than ever. Yet the EU just put a wide-ranging and overdue strategy to tackle the problem on ice. It should reverse that decision. And in the meantime, shoppers this Christmas might want to try and avoid plastic toys altogether.<\/span><\/i><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">European laws are central to chemical controls at national level. <\/span><a href=\"https:\/\/en.wikipedia.org\/wiki\/Registration,_Evaluation,_Authorisation_and_Restriction_of_Chemicals\"><span style=\"font-weight: 400;\">REACH<\/span><\/a><span style=\"font-weight: 400;\"> regulation set out to ban 1,400 of the most toxic substances, thereby stimulating development of safer alternatives. Over a decade later, just 43 are banned in principle. Of these, the EU has a <\/span><a href=\"https:\/\/metamag.org\/2018\/11\/01\/babies-without-arms-and-regulators-without-teeth\/\"><span style=\"font-weight: 400;\">100 percent track<\/span><\/a><span style=\"font-weight: 400;\"> record of allowing companies to continue using them. With no effective legal driver, companies are instead demanding<\/span><a href=\"https:\/\/chemicalwatch.com\/72233\/greater-eu-svhc-substitution-incentives-needed-industry\"><span style=\"font-weight: 400;\"> financial incentives<\/span><\/a><span style=\"font-weight: 400;\"> to innovate. The European Chemicals Agency and government authorities have been told to raise their game by the European Commission in a recent strongly worded <\/span><a href=\"https:\/\/ec.europa.eu\/docsroom\/documents\/28202\"><span style=\"font-weight: 400;\">staff working document<\/span><\/a><span style=\"font-weight: 400;\"> (see pages 26, 31 and 32). Yet the Commission <\/span><a href=\"https:\/\/chemicalwatch.com\/72774\/eu-delays-non-toxic-strategy-until-new-commission-takes-helm\"><span style=\"font-weight: 400;\">froze<\/span><\/a><span style=\"font-weight: 400;\"> an important, wide-ranging and overdue non-toxic environment strategy, a prime chance to reform chemical regulations and effectively control harmful substances. This follows pressure from industry and an ongoing deregulation agenda, NGOs say. Last week, the former head of the European Chemicals Agency said it was time to go \u201c<\/span><a href=\"https:\/\/www.euractiv.com\/section\/circular-economy\/interview\/ex-eu-chemicals-chief-courage-needed-to-rethink-laws\/?utm_source=POLITICO.EU&amp;utm_campaign=e95392ef13-EMAIL_CAMPAIGN_2018_12_11_02_27&amp;utm_medium=email&amp;utm_term=0_10959edeb5-e95392ef13-189654589\"><span style=\"font-weight: 400;\">back to the drawing board<\/span><\/a><span style=\"font-weight: 400;\">\u201d.
