class=\"NormalTextRun SCXW58365791 BCX0\">main <\/span><span class=\"NormalTextRun SCXW58365791 BCX0\">precursors of ozone<\/span><span class=\"NormalTextRun SCXW58365791 BCX0\">: methane<\/span><span class=\"NormalTextRun SCXW58365791 BCX0\">, a powerful greenhouse gas<\/span><span class=\"NormalTextRun SCXW58365791 BCX0\">.<\/span> <span class=\"NormalTextRun SCXW58365791 BCX0\">This week\u2019s soaring temperatures have led to the latest example of levels <\/span><span class=\"NormalTextRun SCXW58365791 BCX0\">exceeding EU air quality standards.<\/span><\/span><span class=\"EOP SCXW58365791 caused an estimated 70,000 premature deaths and \u20ac2 billion in crop losses across the EU [3]. Despite commitments made by the EU under the Global Methane Pledge [4], little has been done to tackle methane emissions, especially in the agricultural sector (responsible for 56% of all human-made methane emissions), where emissions are only projected to decrease by 3% by 2050 [5].<\/span><span data-ccp-props=\"{&quot;335559739&quot;:0}\">\u00a0<\/span><\/p>\n<blockquote><p><b><span data-contrast=\"auto\">Luc Powell, Senior Policy Officer for Air Quality and Agriculture at the European Environmental Bureau, said<\/span><\/b><span data-contrast=\"auto\">: \u201c<\/span><i><span data-contrast=\"auto\">The EU is allowing ozone concentrations to reach dangerous levels regularly by failing to regulate methane alongside other precursors. The time to act on methane is now, we can no longer tolerate the devastating impacts on human and environmental health, including crops, and the climate. We need binding reduction targets, better monitoring and law enforcement, and support for farmers in the transition to practices that protect nature, people and the climate<\/span><\/i><span data-contrast=\"auto\">.\u201d\u00a0 <\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Damiano Di Simine, Scientific Officer, Legambiente Lombardia,<\/span><\/b> <b><span data-contrast=\"auto\">said<\/span><\/b><span data-contrast=\"auto\">: \u201c<\/span><i><span data-contrast=\"auto\">The Po Valley is a hot spot of pollution and greenhouse gas emissions resulting from agricultural practices that have focused entirely on excessive livestock intensification and specialised monoculture. Incremental improvements in agricultural practices can reduce damage to the climate and human health, but they will not be decisive measures if the current framework of industrial agriculture is not changed.<\/span><\/i><span data-contrast=\"auto\">\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Marta Orihuel, Campaign Officer, Ecologistas en Acci\u00f3n, said: <\/span><\/b><span data-contrast=\"auto\">\u201c<\/span><i><span data-contrast=\"auto\">The year 2024 was the third warmest in Spain since at least 1961. Intense summer heat, especially during the July and August heatwaves, have contributed to higher ozone levels and climate change is a key driver behind worsening air quality episodes. The voluntary agreement was signed by 160 countries. [6] The <\/span><a href=\"https:\/\/www.eea.europa.eu\/en\/topics\/in-depth\/air-pollution\/necd\"><span data-contrast=\"none\">National Emission reduction Commitments Directive<\/span><\/a><span data-contrast=\"auto\"> sets national emission reduction commitments for Member States and the EU for five important air pollutants but does not currently include methane.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">[7] The <\/span><a href=\"https:\/\/unece.org\/environmental-policy\/air\/protocol-abate-acidification-eutrophication-and-ground-level-ozone\"><span data-contrast=\"none\">Protocol to Abate Acidification, Eutrophication and Ground-level Ozone<\/span><\/a><span data-contrast=\"auto\"> (also known as the Gothenberg Protocol) establishes national emission ceilings for four pollutants but does not include methane.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">[8] The fourth objective of the Common Agricultural Policy (CAP) is to \u201ccontribute to climate change mitigation and adaptation\u201d, which includes methane emissions. Yet, current CAP tools, notably eco-schemes, do not address methane directly. One opportunity is to support the transition to extensive livestock grazing, which could be strengthened by expanding environmental incentive measures both in the current CAP and in the next reform.
