{"id":100412,"date":"2019-11-08T10:00:17","date_gmt":"2019-11-08T09:00:17","guid":{"rendered":"https:\/\/eeb.org\/?p=100412"},"modified":"2019-12-05T16:08:27","modified_gmt":"2019-12-05T15:08:27","slug":"biggest-ever-human-screening-for-toxic-chemicals-in-europe","status":"publish","type":"post","link":"https:\/\/eeb.org\/hr\/biggest-ever-human-screening-for-toxic-chemicals-in-europe\/","title":{"rendered":"Biggest ever human screening for toxic chemicals in Europe"},"content":{"rendered":"<h2 style=\"text-align: center;\"><b>&#8211; Chemical safety laws are failing, NGOs warn<\/b><\/h2>\n<h2 style=\"text-align: center;\"><b>&#8211; Brussels to strengthen regulations this winter<\/b><\/h2>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Evidence of widespread contamination from harmful man-made chemicals has triggered the largest human screening programme ever seen in Europe.<\/span><\/p>\n<p><a href=\"http:\/\/www.eu-hbm.info\/democophes\"><span style=\"font-weight: 400;\">Biomonitoring<\/span><\/a><span style=\"font-weight: 400;\"> has found that Europeans absorb hundreds of industrial chemicals, with contamination from phthalates, bisphenol A and PFAS considered a \u201cserious public health problem\u201d. Most of the population is <\/span><a href=\"https:\/\/www.hbm4eu.eu\/wp-content\/uploads\/2017\/03\/HBM4EU_D5.3_Scoping_paper_v1.1.pdf\"><span style=\"font-weight: 400;\">contaminated<\/span><\/a><span style=\"font-weight: 400;\"> by some forms of persistent and toxic chemicals. Children are found with higher concentrations of some substances than their mothers and carry \u201c<\/span><a href=\"https:\/\/www.hbm4eu.eu\/wp-content\/uploads\/2017\/03\/HBM4EU_D5.3_Scoping_paper_v1.1.pdf\"><span style=\"font-weight: 400;\">alarming<\/span><\/a><span style=\"font-weight: 400;\">\u201d levels of PFAS. The findings are echoed by the <\/span><a href=\"http:\/\/www.euro.who.int\/__data\/assets\/pdf_file\/0020\/276311\/Human-biomonitoring-facts-figures-en.pdf\"><span style=\"font-weight: 400;\">WHO<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Now scientists are carrying out the first ever harmonised snapshot of exposure in Europe. The <\/span><a href=\"https:\/\/cordis.europa.eu\/project\/rcn\/207219\/factsheet\/en\"><span style=\"font-weight: 400;\">\u20ac74 million<\/span><\/a><span style=\"font-weight: 400;\"> human biomonitoring programme <\/span><a href=\"https:\/\/www.hbm4eu.eu\/about-hbm4eu\/\"><span style=\"font-weight: 400;\">HMB4EU<\/span><\/a><span style=\"font-weight: 400;\"> (<\/span><a href=\"https:\/\/www.youtube.com\/watch?v=DmC1v6EAeAM\"><span style=\"font-weight: 400;\">video<\/span><\/a><span style=\"font-weight: 400;\">) has taken blood, urine and other biological samples from <\/span><a href=\"https:\/\/cordis.europa.eu\/project\/rcn\/207219\/reporting\/en\"><span style=\"font-weight: 400;\">thousands<\/span><\/a><span style=\"font-weight: 400;\"> of children, teenagers and adults in over 20 European countries from a range of socio-economic backgrounds. The scientists are checking levels of human contamination from <\/span><a href=\"https:\/\/www.hbm4eu.eu\/the-substances\/\"><span style=\"font-weight: 400;\">18<\/span><\/a><span style=\"font-weight: 400;\"> of the most concerning chemical groups, including flame retardants, pesticides, plasticisers and the \u2018forever chemicals\u2019 family PFAS.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">HBM4EU aims to address unanswered questions about how chemicals enter our bodies, combine into chemical <\/span><a href=\"https:\/\/horizon-magazine.eu\/article\/chemical-mixtures-pose-underestimated-risk-human-health-say-scientists.html\"><span style=\"font-weight: 400;\">cocktails<\/span><\/a><span style=\"font-weight: 400;\">, and what the health impacts might be. The 5 year project aims to provide regulators with the most comprehensive overview of the problem ever achieved. Over 100 labs and 450 toxicologists, epidemiologists, government officials and other experts in 26 EU countries are involved in what organisers <\/span><a href=\"https:\/\/www.facebook.com\/European.Environment.Agency\/videos\/524063968401392\/UzpfSTY4MzAwMzA1ODUzOTMxMjoxMjAwMTE3MzA2ODI3ODgy\/\"><span style=\"font-weight: 400;\">describe<\/span><\/a><span style=\"font-weight: 400;\"> as \u201cthe whole intellectual capacity of Europe in this field\u201d. Biomonitoring results are expected from 2020. The project will offer consumer advice to reduce exposure, such as buying organic food to avoid pesticides, not reheating plastic food containers or using non-stick cookware.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Chemical sales more than <\/span><a href=\"http:\/\/ec.europa.eu\/environment\/chemicals\/non-toxic\/pdf\/NTE%20main%20report%20final.pdf\"><span style=\"font-weight: 400;\">doubled<\/span><\/a><span style=\"font-weight: 400;\"> in the EU in the decade to 2014 and are expected to <\/span><a href=\"https:\/\/wedocs.unep.org\/bitstream\/handle\/20.500.11822\/27651\/GCOII_synth.pdf\"><span style=\"font-weight: 400;\">double again<\/span><\/a><span style=\"font-weight: 400;\"> by 2030. Most are harmful or largely untested, according to a <\/span><a href=\"http:\/\/ec.europa.eu\/environment\/chemicals\/non-toxic\/pdf\/NTE%20main%20report%20final.pdf\"><span style=\"font-weight: 400;\">report<\/span><\/a><span style=\"font-weight: 400;\"> for the European Commission. They leak from a wide range of consumer products, including plastic <\/span><a href=\"http:\/\/www.plastx.org\/1406-plastic-consumer-products-contain-harmful-and-unknown-substances\"><span style=\"font-weight: 400;\">packaging<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.endseurope.com\/article\/54112\/call-for-eu-action-after-toxins-found-in-carpets\"><span style=\"font-weight: 400;\">carpets<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.safetyandhealthmagazine.com\/articles\/18042-receipt-handling-may-boost-cashiers-exposure-to-hormone-disrupting-chemicals-study\"><span style=\"font-weight: 400;\">paper<\/span><\/a><span style=\"font-weight: 400;\"> and even <\/span><a href=\"https:\/\/chemicalwatch.com\/72692\/major-european-project-finds-high-phthalates-levels-in-toys\"><span style=\"font-weight: 400;\">toys<\/span><\/a><span style=\"font-weight: 400;\">. Two thirds of Europeans <\/span><a href=\"http:\/\/ec.europa.eu\/commfrontoffice\/publicopinion\/index.cfm\/Survey\/getSurveyDetail\/instruments\/SPECIAL\/surveyKy\/2111\"><span style=\"font-weight: 400;\">worry<\/span><\/a><span style=\"font-weight: 400;\"> about daily chemical exposure. Chemical pollution is linked to rising <\/span><a href=\"https:\/\/www.who.int\/ipcs\/publications\/chemicals-public-health-impact\/en\/\"><span style=\"font-weight: 400;\">health<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC6396757\/\"><span style=\"font-weight: 400;\">fertility<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.thelancet.com\/journals\/laneur\/article\/PIIS1474-4422(13)70278-3\/fulltext\"><span style=\"font-weight: 400;\">developmental <\/span><\/a><span style=\"font-weight: 400;\">and <\/span><a href=\"https:\/\/www.thelancet.com\/commissions\/pollution-and-health\"><span style=\"font-weight: 400;\">environmental <\/span><\/a><span style=\"font-weight: 400;\">problems, including the collapse in <\/span><a href=\"https:\/\/www.theguardian.com\/environment\/2017\/oct\/18\/warning-of-ecological-armageddon-after-dramatic-plunge-in-insect-numbers\"><span style=\"font-weight: 400;\">insect, bird<\/span><\/a><span style=\"font-weight: 400;\"> and aquatic <\/span><a href=\"https:\/\/www.theguardian.com\/environment\/2018\/sep\/27\/orca-apocalypse-half-of-killer-whales-doomed-to-die-from-pollution\"><span style=\"font-weight: 400;\">mammal<\/span><\/a><span style=\"font-weight: 400;\"> populations.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><strong>Environmental groups <a href=\"https:\/\/eeb.org\/hr\/library\/a-chemicals-strategy-as-part-of-the-european-green-deal-time-to-deliver\/\">wrote<\/a> to incoming Commission president Ursula von der Leyen today<\/strong>, warning that powerful European chemical laws are not being enforced. Chemical safety laws are <\/span><a href=\"https:\/\/eeb.org\/hr\/major-safety-gaps-for-most-chemical-files-official\/\"><span style=\"font-weight: 400;\">routinely broken<\/span><\/a><span style=\"font-weight: 400;\"> and when officials find substances used dangerously they failed to act in <\/span><a href=\"https:\/\/eeb.org\/hr\/press-release-sev-report\/\"><span style=\"font-weight: 400;\">74% of cases<\/span><\/a><span style=\"font-weight: 400;\">. Just <\/span><a href=\"https:\/\/echa.europa.eu\/authorisation-list\"><span style=\"font-weight: 400;\">43 <\/span><\/a><span style=\"font-weight: 400;\">of a target <\/span><a href=\"https:\/\/ec.europa.eu\/environment\/archives\/chemicals\/reach\/background\/white_paper.htm?uri=CELEX:52001DC0088\"><span style=\"font-weight: 400;\">1,400<\/span><\/a><span style=\"font-weight: 400;\"> hazardous substances are strictly controlled, though firms get permission to continue using them in 99.54% of cases, they wrote. The NGOs want the EU to regulate chemical mixtures, not just individual substances; and phase out persistent chemicals found in the body, as a precaution.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><a href=\"http:\/\/data.consilium.europa.eu\/doc\/document\/ST-10713-2019-INIT\/en\/pdf\"><span style=\"font-weight: 400;\">European Parliament<\/span><\/a><span style=\"font-weight: 400;\"> and environment <\/span><a href=\"https:\/\/www.consilium.europa.eu\/media\/40928\/st12791-en19.pdf\"><span style=\"font-weight: 400;\">ministers<\/span><\/a><span style=\"font-weight: 400;\"> have called on the European Commission to deliver a long-overdue <\/span><a href=\"https:\/\/ec.europa.eu\/environment\/chemicals\/non-toxic\/index_en.htm\"><span style=\"font-weight: 400;\">Non-Toxic Environment Strategy<\/span><\/a><span style=\"font-weight: 400;\">. The Commission is due to announce a European Green Deal this winter, including a <\/span><a href=\"https:\/\/ec.europa.eu\/commission\/sites\/beta-political\/files\/political-guidelines-next-commission_en.pdf\"><span style=\"font-weight: 400;\">zero pollution<\/span><\/a><span style=\"font-weight: 400;\"> strategy to improve chemical controls.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The EEB is the largest European network of environmental groups and an accredited HMB4EU stakeholder.<\/span><\/p>\n<p><b>EEB chemicals policy manager Tatiana Santos said:<\/b> <i><span style=\"font-weight: 400;\">\u201cThe EU has some of the best chemical controls anywhere, but they are barely used because of misguided political priorities. Children are born \u2018pre-polluted\u2019 with more substances in their bodies than their parents. This is threatening our future and the costs of inaction are getting too high. The EU should protect current and future generations; business as usual is no longer an option. It should prioritise exposure prevention and protection as a human right.
