Through our work with partners in the\u202f<\/span><a href=\"https:\/\/life-effect.org\/\"><span data-contrast=\"none\">LIFE Effect project<\/span><\/a><span data-contrast=\"auto\">, we\u202fshow that the new EU carbon pricing scheme (<\/span><a href=\"https:\/\/climate.ec.europa.eu\/eu-action\/eu-emissions-trading-system-eu-ets\/ets2-buildings-road-transport-and-additional-sectors_en\"><span data-contrast=\"none\">ETS2<\/span><\/a><span data-contrast=\"auto\">) will only be successful under certain conditions.\u202f<\/span><\/p>\n<p><b><span data-contrast=\"auto\">1. ETS2 must be complemented by additional national policies.<\/span><\/b><\/p>\n<p><span data-contrast=\"auto\">EU countries must adopt complementary measures to cut emissions and avoid high ETS2 prices. We are preparing a publication that would highlight promising policies that could pre-empt or complement ETS2 in reducing emissions. For example, national carbon floor (minimum) ETS2 prices make investments in decarbonisation less risky, help reduce emissions and thereby reduce prices in the future. Other measures could include lower motorway speed limits (as partially implemented in the Netherlands), restrictions on short-haul flights where high-speed trains exist (as imperfectly implemented in France) or restrictions on advertising high-emission products etc.<\/span><\/p>\n<p><b><span data-contrast=\"auto\">2. ETS2 revenues must be used fairly and transparently.<\/span><\/b><\/p>\n<p><span data-contrast=\"auto\">Revenues from the ETS2 must be distributed in a transparent way that benefits all citizens and enables investments in decarbonisation. While the\u202f<\/span><a href=\"https:\/\/eeb.org\/hr\/library\/three-guiding-principles-for-national-social-climate-plans\/\"><span data-contrast=\"none\">Social Climate Fund<\/span><\/a><span data-contrast=\"auto\">\u202f remains insufficient in size, National Social Climate Plans which outline how countries will spend SCF resources can serve as models for the broader use of ETS2 revenues.<\/span><\/p>\n<p><span data-contrast=\"auto\">We have developed a toolkit to help evaluate different spending options based on multiple criteria. The <\/span><a href=\"https:\/\/eeb.org\/hr\/library\/creating-positive-impact-with-ets2\/\"><span data-contrast=\"none\">English-language toolkit<\/span><\/a><span data-contrast=\"auto\"> is complemented by national adaptations for <\/span><a href=\"https:\/\/eeb.org\/hr\/library\/utilisation-des-revenus-de-lets2-en-france\/\"><span data-contrast=\"none\">France<\/span><\/a><span data-contrast=\"auto\">, <\/span><a href=\"https:\/\/eeb.org\/hr\/library\/creando-impacto-positivo-con-el-ets2\/\"><span data-contrast=\"none\">Spain<\/span><\/a><span data-contrast=\"auto\">, <\/span><a href=\"https:\/\/eeb.org\/hr\/library\/effecten-van-ets2-in-nederland\/\"><span data-contrast=\"none\">the Netherlands<\/span><\/a><span data-contrast=\"auto\">, <\/span><a href=\"https:\/\/eeb.org\/hr\/library\/wykorzystanie-wplywow-z-ets2-w-polsce\/\"><span data-contrast=\"none\">Poland<\/span><\/a><span data-contrast=\"auto\">, <\/span><a href=\"https:\/\/eeb.org\/hr\/library\/%CE%B4%CE%B7%CE%BC%CE%B9%CE%BF%CF%85%CF%81%CE%B3%CF%8E%CE%BD%CF%84%CE%B1%CF%82-%CE%B8%CE%B5%CF%84%CE%B9%CE%BA%CF%8C-%CE%B1%CE%BD%CF%84%CE%AF%CE%BA%CF%84%CF%85%CF%80%CE%BF-%CE%BC%CE%B5-%CF%84%CE%BF\/\"><span data-contrast=\"none\">Greece<\/span><\/a><span data-contrast=\"auto\">, <\/span><a href=\"https:\/\/eeb.org\/hr\/library\/positive-wirkungen-durch-ets2-erzielen\/\"><span data-contrast=\"none\">Germany<\/span><\/a><span data-contrast=\"auto\">. (Hungary and Sweden are in preparation).<\/span><\/p>\n<p><b><span data-contrast=\"auto\">3. National Social Climate Plans can promote social climate policies.<\/span><\/b><\/p>\n<p><span data-contrast=\"auto\">National Social Climate plans can and should go beyond options to spend SCF resources. Regulatory policy and rules for sharing ETS2 costs between property owners and renters should for example be included. We have highlighted <\/span><a href=\"https:\/\/eeb.org\/hr\/library\/ten-measures-for-national-social-climate-plans\/\"><span data-contrast=\"none\">ten measures<\/span><\/a><span data-contrast=\"auto\"> in particular that appear promising to include in National Social Climate Plans \u2013 and not all of these measures require budget from the SCF (Document available in <\/span><a href=\"https:\/\/eeb.org\/hr\/library\/ten-measures-for-national-social-climate-plans\/\"><span data-contrast=\"none\">English,<\/span><\/a> <a href=\"https:\/\/eeb.org\/hr\/library\/dix-mesures-pour-les-plans-sociaux-pour-le-climat\/\"><span data-contrast=\"none\">French<\/span><\/a><span data-contrast=\"auto\">, <\/span><a href=\"https:\/\/eeb.org\/hr\/library\/zehn-masnahmen-fur-nationale-klima-sozialplane\/\"><span data-contrast=\"none\">German<\/span><\/a><span data-contrast=\"auto\">, <\/span><a href=\"https:\/\/eeb.org\/hr\/library\/%CE%B4%CE%AD%CE%BA%CE%B1-%CE%BC%CE%AD%CF%84%CF%81%CE%B1-%CE%B3%CE%B9%CE%B1-%CF%84%CE%B1-%CE%B5%CE%B8%CE%BD%CE%B9%CE%BA%CE%AC-%CE%BA%CE%BF%CE%B9%CE%BD%CF%89%CE%BD%CE%B9%CE%BA%CE%AC-%CF%83%CF%87%CE%AD\/\"><span data-contrast=\"none\">Greek<\/span><\/a><span data-contrast=\"auto\">, <\/span><a href=\"https:\/\/eeb.org\/wp-content\/uploads\/2025\/07\/Italian-EEB-10-NSCP-recs.pdf\"><span data-contrast=\"none\">Italian<\/span><\/a><span data-contrast=\"auto\">, <\/span><a href=\"https:\/\/eeb.org\/hr\/library\/dez-medidas-para-os-planos-nacionais-sociais-para-o-clima\/\"><span data-contrast=\"none\">Portuguese<\/span><\/a><span data-contrast=\"auto\">, <\/span><a href=\"https:\/\/eeb.org\/hr\/library\/dziesiec-propozycji-dla-realizacji-krajowych-planow-spoleczno-klimatycznych\/\"><span data-contrast=\"none\">Polish<\/span><\/a><span data-contrast=\"auto\">, <\/span><a href=\"https:\/\/eeb.org\/hr\/library\/diez-medidas-para-el-plan-social-por-el-clima\/\"><span data-contrast=\"none\">Spanish,<\/span><\/a> <a href=\"https:\/\/eeb.org\/hr\/library\/tien-maatregelen-voor-nationale-sociale-klimaatplannen\/\"><span data-contrast=\"none\">Dutch<\/span><\/a><span data-contrast=\"auto\"> and <\/span><a href=\"https:\/\/eeb.org\/hr\/library\/deset-opatreni-pro-narodni-socialne-klimaticke-plany\/\"><span data-contrast=\"none\">Czech<\/span><\/a><span data-contrast=\"auto\">).<\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335559685&quot;:0,&quot;335559737&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:278}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">One key measure we recommend \u2013 so far included in only few NSCPs &#8211; is direct payments to households. We have explained why this policy is both important and outlined the various legal bases for such payments <\/span><a href=\"https:\/\/eeb.org\/hr\/library\/why-direct-payments-are-essential-to-make-household-carbon-pricing-work-in-the-eu\/\"><span data-contrast=\"none\">here<\/span><\/a><span data-contrast=\"auto\">.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Finally, NSCPs are also the opportunity of promoting renewable energy for vulnerable households as we highlight <\/span><a href=\"https:\/\/eeb.org\/hr\/library\/how-renewables-can-help-vulnerable-households\/\"><span data-contrast=\"none\">here<\/span><\/a><span data-contrast=\"auto\">.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>","protected":false},"excerpt":{"rendered":"<p>Carbon pricing Carbon pricing in transport and heating\u202fhas an important role to play in making polluters pay and ensuring the EU meets its climate targets.
