{"id":98921,"date":"2019-06-20T08:06:25","date_gmt":"2019-06-20T06:06:25","guid":{"rendered":"https:\/\/eeb.org\/?p=98921"},"modified":"2021-04-21T14:03:28","modified_gmt":"2021-04-21T12:03:28","slug":"eu-funding-new-coal-lobby-club-as-part-of-e10m-annual-gift-to-coal-research","status":"publish","type":"post","link":"https:\/\/eeb.org\/fr\/eu-funding-new-coal-lobby-club-as-part-of-e10m-annual-gift-to-coal-research\/","title":{"rendered":"EU funding \u2018new coal lobby club\u2019 as part of \u20ac10m annual gift to coal \u2018research\u2019"},"content":{"rendered":"<h4>The European Commission is paying coal lobby wages, as part of millions of Euros it spends every year on coal \u2018research\u2019 projects.<\/h4>\n<p><span style=\"font-weight: 400;\">Documents obtained under access to information laws by the <\/span><span style=\"font-weight: 400;\">European Environmental Bureau (EEB)<\/span><span style=\"font-weight: 400;\"> reveal that prominent European coal lobbyists have received money to pay staff wages from the European Commission&#8217;s \u2018Research Fund for Coal and Steel\u2019. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Questions are also raised about conflicts of interest in an expert group that advises the Commission. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Documents obtained by the EEB include the proposal for \u2018<\/span><a href=\"https:\/\/coaltech2051.eu\/\"><span style=\"font-weight: 400;\">CoalTech2051<\/span><\/a><span style=\"font-weight: 400;\">\u2019. This two-year project, which started in July 2018, does not involve any new research. Instead, it aims to create \u201ca European Network of Clean Coal Technologists that can advise on, and influence the future direction of, coal research\u201d and \u201cdevelop a strategic research agenda for [the Research Fund for Coal and Steel]\u201d. <\/span><\/p>\n<p><b>Christian Schaible<\/b><span style=\"font-weight: 400;\">, a policy manager at the EEB and member of the <\/span><a href=\"https:\/\/beyond-coal.eu\/\"><span style=\"font-weight: 400;\">Europe Beyond Coal<\/span><\/a><span style=\"font-weight: 400;\"> campaign said: <\/span><\/p>\n<blockquote><p>\u201cIf you read the proposal it is clear that this project is just a vehicle to spend EU money on promoting coal and to influence how the EU funds are spent. This is astonishing given all we know about how incompatible coal is with avoiding climate breakdown. Clean coal is a myth, coal is an inherently dirty fuel and the EU doesn\u2019t need to have &#8211; let alone fund &#8211; a new lobby club for one of the world\u2019s most polluting fuels.\u201d<\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">The CoalTech project also includes the costs of seven months of pay for a \u2018Senior Manager\u2019 at Euracoal, the voice of the European coal industry that has lobbied to limit EU ambition on climate change and air pollution. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Schaible continued: <\/span><\/p>\n<blockquote><p>\u201cEuracoal don\u2019t even believe their own fairy tale about clean coal. This is a group which was preparing to take EU funds to promote &#8216;clean coal&#8217; while at the same time suing the European Commission for trying to cut harmful emissions.\u201d<\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">Last year <\/span><a href=\"https:\/\/meta.eeb.org\/2019\/01\/10\/coal-industry-fails-in-legal-bid-to-extend-permission-to-pollute\/\"><span style=\"font-weight: 400;\">Euracoal tried unsuccessfully to have new EU rules on harmful emissions from coal thrown out <\/span><\/a><span style=\"font-weight: 400;\">by suing the European Commission. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">In another document released by the European Commission, the Research Fund\u2019s 2019 priorities are listed, including; \u201c<\/span><i><span style=\"font-weight: 400;\">implementing clean coal technologies that meet EU policy objectives.\u201d<\/span><\/i><\/p>\n<p><a href=\"https:\/\/meta.eeb.org\/2019\/03\/14\/european-parliament-calls-for-eu-coal-exit-by-2030\/\"><span style=\"font-weight: 400;\">The European Parliament has called for the EU to exit coal power generation by 2030<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/www.euractiv.com\/section\/climate-strategy-2050\/news\/hungary-says-no-climate-neutrality-without-nuclear-but-backs-eu-target\/\"><span style=\"font-weight: 400;\">22 EU countries have so far called for a climate neutral EU by 2050<\/span><\/a><span style=\"font-weight: 400;\">. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The fund is a legacy of the European Coal and Steel Community (ECSC). When the ECSC was dissolved in 2002 its remaining assets were used to establish a <\/span><a href=\"https:\/\/ec.europa.eu\/info\/research-and-innovation\/funding\/funding-opportunities\/funding-programmes-and-open-calls\/research-fund-coal-and-steel-rfcs_en\"><span style=\"font-weight: 400;\">Research Fund for Coal and Steel (RFCS)<\/span><\/a><span style=\"font-weight: 400;\">. The stated goal of the RFCS is to support \u201cresearch and innovation projects in coal and steel sectors\u201d. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The fund, worth \u20ac1.6bn, spends about \u20ac10m on coal every year. It is managed by the Commission, which consults the \u2018Coal Advisory Group\u2019 (CAG) to set priorities and reflect on project proposals. The fund came into the spotlight in January when <\/span><a href=\"https:\/\/unearthed.greenpeace.org\/2019\/01\/17\/coal-eu-fossil-fuel-subsidies\/\"><span style=\"font-weight: 400;\">Greenpeace Unearthed revealed its existence<\/span><\/a><span style=\"font-weight: 400;\">, which triggered the EEB\u2019s to request the release of additional documents from the European Commission.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">German coal company RWE and European coal industry lobbyists Euracoal are both members of the Coal Advisory Group and also beneficiaries of research fund money, presenting clear questions about potential conflicts of interest.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Both members of staff <\/span><a href=\"https:\/\/euracoal.eu\/euracoal\/team\/\"><span style=\"font-weight: 400;\">listed on Euracoal\u2019s website<\/span><\/a><span style=\"font-weight: 400;\"> are also listed as members of <\/span><a href=\"http:\/\/ec.europa.eu\/transparency\/regexpert\/index.cfm?do=groupDetail.groupDetail&amp;groupID=807&amp;NewSearch=1&amp;NewSearch=1\"><span style=\"font-weight: 400;\">the Coal Advisory Group<\/span><\/a><span style=\"font-weight: 400;\">, so it is likely the RFCS money is being used to directly pay the wages of CAG members. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Commission has already opened a review of the Research Fund for Coal and a final report on the fund\u2019s future is due later this year. <\/span><\/p>","protected":false},"excerpt":{"rendered":"<p>The European Commission is paying coal lobby wages, as part of millions of Euros it spends every year on coal \u2018research\u2019 projects.
