{"id":91522,"date":"2018-04-26T10:28:44","date_gmt":"2018-04-26T08:28:44","guid":{"rendered":"http:\/\/eeb.org\/?p=91522"},"modified":"2018-05-03T18:12:41","modified_gmt":"2018-05-03T16:12:41","slug":"nature-inaction-plan-eu-countries-lag-behind","status":"publish","type":"post","link":"https:\/\/eeb.org\/fr\/nature-inaction-plan-eu-countries-lag-behind\/","title":{"rendered":"Nature (in)Action Plan: EU countries lag behind"},"content":{"rendered":"<p><strong>A year after a Commission \u2018Action Plan\u2019<sup>[1] <\/sup>stated EU governments should better implement nature protection rules, a new report assessing 18 EU countries shows that all 18 are dragging their feet and failing to protect Europe\u2019s most precious natural areas.<\/strong><\/p>\n<p>A <a href=\"http:\/\/eeb.org\/wp-admin\/admin-ajax.php?juwpfisadmin=false&amp;action=wpfd&amp;task=file.download&amp;wpfd_category_id=55&amp;wpfd_file_id=91521&amp;token=a075de66a7d47986cde37b00ba157920&amp;preview=1\">report<\/a><sup>[2]<\/sup> published today by BirdLife Europe, WWF, European Environmental Bureau (EEB) and Friends of the Earth Europe shows that while the majority of the Member States assessed (67%) have fully incorporated the Birds and Habitat Directives into national law, they have failed to implement them properly. This means EU protected wildlife and habitats are not receiving the protection they need and have been promised.<\/p>\n<p>11 key criteria were scrutinised, including the availability of adequate funding to manage protected areas (Natura 2000 sites), all the way to implementing their assessments. Using a traffic light scoring system, five of the criteria failed to receive a single green light.<\/p>\n<p>The four NGOs, who are also behind the successful <a href=\"https:\/\/www.theguardian.com\/environment\/2016\/dec\/07\/eu-nature-directives-birds-habitats-directives\">#NatureAlert<\/a> campaign to save the EUs vital nature laws, stress that the rapid decline of biodiversity across Europe is guaranteed if this lack of engagement persists and call on the European Commission to rise to the moment and show it is serious about this so called \u201caction plan\u201d by making Member States accountable for dragging their feet.<\/p>\n<p><strong>Ariel Brunner, BirdLife Europe\u2019s Senior Head of Policy<\/strong>, said: \u201cWe need the European Commission to get serious. It\u2019s time for the Commission to stand up to Member States on what has become a systemic failure to comply with the Birds and Habitats Directives. The Commission has started to do it on air quality. It\u2019s now time to do it for nature.\u201d<\/p>\n<p><strong>Andreas Baumueller, WWF European Policy Office\u2019s Head of Natural Resources<\/strong> said: \u201cThe results\u00a0show\u00a0that Member States and the European Commission follow a \u201cbusiness as usual\u201d approach. The Commission\u2019s proposal on the next\u00a0EU budget\u00a0will be an important test to see if\u00a0the Juncker\u00a0Commission is ready to substantially increase investments to protect our natural heritage.\u201d<\/p>\n<p><strong>Sergiy Moroz,<\/strong> <strong>EEB <\/strong><strong>Water &amp; Biodiversity Senior Policy Officer<\/strong> said: \u201cEvidence shows that biodiversity loss continues across most of Europe\u2019s territory, with recent studies pointing to dramatic declines in insects and farmland birds. The Nature Directives offer a glimmer of hope as we know that where these vital protections are properly implemented they can reverse such dramatic trends. Our report shows how much progress still needs to be made if we are to prevent irreversible nature losses on a massive scale.\u201d<\/p>\n<p><strong>Adrian Bebb, Friends of the Earth Europe\u2019s Food, agriculture and biodiversity Coordinator<\/strong>, said:<br \/>\n&#8220;Protecting nature is also about protecting our own health and well-being. Our nature laws are also our health and well-being laws, enabling Europeans to access amazing nature and the benefits it provides. It is therefore crucial that our nature laws are properly used to contribute to a healthy society now and in the future.&#8221;<\/p>\n<p><strong> ENDS<\/strong><\/p>\n<p><strong>Notes:<\/strong><\/p>\n<p><strong>[1]<\/strong> The European Commission adopted the \u201cAction Plan for Nature, People &amp; the Economy\u201d, following the findings of the Fitness Check of the Nature Directives showing that the Birds and Habitats Directives are \u201cfit for purpose\u201d, but require better implementation. The plan includes a series of essential actions to ensure Europe\u2019s natural heritage is better managed and protected, but it is up to EU governments to step up to their legal commitments to effectively protect nature across the continent.
