{"id":90875,"date":"2018-03-28T12:22:36","date_gmt":"2018-03-28T10:22:36","guid":{"rendered":"http:\/\/eeb.org\/?p=90875"},"modified":"2018-10-29T11:08:21","modified_gmt":"2018-10-29T10:08:21","slug":"delays-and-secrecy-surround-governments-plans-to-tackle-air-pollution","status":"publish","type":"post","link":"https:\/\/eeb.org\/fr\/delays-and-secrecy-surround-governments-plans-to-tackle-air-pollution\/","title":{"rendered":"Delays and secrecy surround governments\u2019 plans to tackle air pollution"},"content":{"rendered":"<h4>Government plans to tackle Europe\u2019s air quality crisis are either being deliberately kept secret or are \u2018completely inadequate\u2019, air quality campaigners have concluded after a series of access to information requests.<\/h4>\n<p><span style=\"font-weight: 400;\">The EEB, in collaboration with organisations across Europe, has asked governments to release information submitted to the European Commission following a meeting in January. The meeting saw ministers from nine member states summoned to Brussels to explain their inaction on air pollution. [1]<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">The EEB is Europe\u2019s largest network of environmental citizens\u2019 organisations with 140 members in more than 30 countries.<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">While some governments shared their proposals, others are insisting on keeping their plans secret to avoid public scrutiny.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It is more than a year since the Commission issued \u2018final warnings\u2019 as infringement proceedings reached the last step before being sent to the EU\u2019s top court. [2]<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Legal limits for either nitrogen dioxide (NO2) or particulate matter (PM) have been breached in towns and cities in the nine countries for a number of years. France and Italy have received final warnings for both pollutants. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Speaking in the European Parliament on Monday, Environment Commissioner Karmenu Vella confirmed he would recommend that \u201c<\/span><i><span style=\"font-weight: 400;\">a number of<\/span><\/i><span style=\"font-weight: 400;\">\u201d governments be sent to court. [3]<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Reacting to the Commissioner\u2019s announcement <\/span><b>EEB Policy Officer for Air Quality Margherita Tolotto<\/b><span style=\"font-weight: 400;\"> said:<\/span><\/p>\n<blockquote><p><b><i>\u201cIt\u2019s now essential that the public know why further legal action will or won&#8217;t be taken. Everyone in Europe has the same right to clean air and there is a huge public interest in the steps being proposed to tackle Europe\u2019s air pollution crisis. Public health decisions should be based on publicly available information.\u201d<\/i><\/b><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">European air pollution limits are currently being broken in 130 cities in 23 of the 28 member states. After Poland and Bulgaria, which have already been found guilty in earlier cases,[4] data shows that the nine countries now facing legal action are among the worst offenders. [5]<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Tolotto continued:<\/span><\/p>\n<blockquote><p><b><i>\u201cPeople all over Europe have a right to know what measures their governments are proposing to improve the quality of the air they breathe. It\u2019s shocking that such information is being kept secret, but it\u2019s perhaps not surprising considering that the actions promised so far are mostly too little too late. Governments need to understand that urgent and significant action is required to improve our air.\u201d<\/i><\/b><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">The EEB submitted freedom of information requests to national governments and the European Commission in February asking for the ministers\u2019 air quality submissions to be made publicly available.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Requests were sent together with members and partner organisations in the UK (<\/span><a href=\"http:\/\/www.clientearth.org\/\"><span style=\"font-weight: 400;\">ClientEarth<\/span><\/a><span style=\"font-weight: 400;\">), Italy (<\/span><a href=\"http:\/\/www.legambiente.it\/\"><span style=\"font-weight: 400;\">Legambiente<\/span><\/a><span style=\"font-weight: 400;\"> &amp;<\/span><a href=\"http:\/\/www.cittadiniperlaria.org\/\"> <span style=\"font-weight: 400;\">Cittadini per l&#8217;aria<\/span><\/a><span style=\"font-weight: 400;\">), Spain (<\/span><a href=\"http:\/\/www.ecologistasenaccion.org\/\"><span style=\"font-weight: 400;\">Ecologistas en Acci\u00f3n<\/span><\/a><span style=\"font-weight: 400;\">), Romania (<\/span><a href=\"http:\/\/www.cedd.ro\/\"><span style=\"font-weight: 400;\">Centrul de Excelen\u021b\u0103 pentru Dezvoltare Durabil\u0103<\/span><\/a><span style=\"font-weight: 400;\">,<\/span><a href=\"http:\/\/www.cceg.ro\/\"> <span style=\"font-weight: 400;\">Centrul de Consultanta Ecologica Galati<\/span><\/a><span style=\"font-weight: 400;\">,<\/span><a href=\"http:\/\/www.gecbucovina.ro\/\"> <span style=\"font-weight: 400;\">Grupul Ecologic de Colaborare<\/span><\/a><span style=\"font-weight: 400;\">, \u00a0<\/span><a href=\"http:\/\/www.ecoteca.ro\/\"><span style=\"font-weight: 400;\">Ecoteca<\/span><\/a><span style=\"font-weight: 400;\"> &amp;<\/span><a href=\"http:\/\/www.cnpcd.ro\/ro\"> <span style=\"font-weight: 400;\">the National Centre for Sustainable Production and Consumption<\/span><\/a><span style=\"font-weight: 400;\">), the Czech Republic (<\/span><a href=\"http:\/\/en.frankbold.org\/\"><span style=\"font-weight: 400;\">Frank Bold<\/span><\/a><span style=\"font-weight: 400;\"> &amp;<\/span><a href=\"http:\/\/cpzpz.cz\/\"> <span style=\"font-weight: 400;\">CPZPZ<\/span><\/a><span style=\"font-weight: 400;\">), Hungary (<\/span><a href=\"https:\/\/www.levego.hu\/\"><span style=\"font-weight: 400;\">Leveg\u0151 Munkacsoportot<\/span><\/a><span style=\"font-weight: 400;\">), and Slovakia (<\/span><a href=\"http:\/\/www.cepta.sk\/\"><span style=\"font-weight: 400;\">Centre for Sustainable Alternatives<\/span><\/a><span style=\"font-weight: 400;\">). <\/span><\/p>\n<p><b>The European Commission and the UK, Spanish, Czech and Romanian governments all refused to share information<\/b><span style=\"font-weight: 400;\">.
