{"id":1726,"date":"2016-10-11T06:46:55","date_gmt":"2016-10-11T04:46:55","guid":{"rendered":"http:\/\/eebtestsite.oldcontinent.eu\/?p=1726"},"modified":"2018-08-22T16:04:01","modified_gmt":"2018-08-22T14:04:01","slug":"lifting-europes-dark-cloud-how-cutting-coal-saves-lives","status":"publish","type":"post","link":"https:\/\/eeb.org\/fr\/lifting-europes-dark-cloud-how-cutting-coal-saves-lives\/","title":{"rendered":"Lifting Europe&#8217;s Dark Cloud: How cutting coal saves lives"},"content":{"rendered":"<h4>Effective emissions limits could save thousands of lives every year, yet more than half of coal power stations in Europe are operating with \u2018permission to pollute\u2019 above limits set in EU law.<\/h4>\n<p>These are the findings of a new report \u2018<a href=\"http:\/\/eeb.org\/fr\/?page_id=1466&amp;ftags=report\">Lifting Europe\u2019s Dark Cloud: How cutting coal saves lives<\/a>\u2019 (Also: <a href=\"http:\/\/eeb.org\/fr\/?page_id=1466&amp;ftags=report\">in German<\/a>\u00a0and <a href=\"http:\/\/eeb.org\/fr\/?page_id=1466&amp;ftags=report\">Bulgarian<\/a>) published today by the European Environmental Bureau (EEB), the\u00a0Health and Environment Alliance (HEAL), Climate Action Network (CAN) Europe, WWF and Sandbag.<\/p>\n<p>Lifting Europe\u2019s Dark Cloud\u2019 shows how improving environmental performance at European coal power stations could save 20,000 lives every year. By setting and enforcing pollution limits in line with the best industry-recognised, tried-and-tested techniques,<strong>\u00a0the annual number of premature deaths caused by burning coal could be reduced from 22,900 to 2,600 deaths<\/strong>.<\/p>\n<p>The report also finds that current legislation is failing to deliver its intended health benefits because special exceptions have been granted that allow for emissions over the agreed \u2018safety net\u2019 levels. At the time of publication,<strong>more than half of the coal power plants in Europe have \u2018permission to pollute\u2019 beyond the limits set in the Industrial Emissions Directive<\/strong>.<\/p>\n<p>Before the end of the year, the EU and Member States will have the opportunity to adopt improved environmental performance standards, the \u2018revised LCP BREF\u2019. By agreeing these standards and implementing effective limits on coal pollution, real progress can be made in improving the health of people across Europe.\u00a0The revision process has already been delayed for more than two years, leading to 5,600 unnecessary deaths and a total health bill of more than 15.6 billion euros.<\/p>\n<blockquote><p>\u201c<em>The best available techniques we call for in this report are all tried-and-tested and were already being demonstrated under technically and economically viable conditions decades ago. The EU considers itself a world leader on environmental issues but when it comes to coal, decision makers have their heads stuck in a dark cloud!<\/em>\u201d, says\u00a0<strong>Christian Schaible, \u00a0Policy Manager on industrial production from the European Environmental Bureau (EEB).\u201d<\/strong><\/p>\n<p>Medical professionals have expressed support for the report; \u201c<em>Air pollution kills,<\/em>\u201d says\u00a0<strong>Professor Bert Brunekreef of the European Respiratory Society<\/strong>. &#8220;<em>Experts in lung health want to see immediate remedial action.
