It compromises the legacy of this Commission. President von der Leyen cannot claim to deliver on the Green Deal whilst turning a blind eye to chemicals, animal welfare and food systems. The current REACH does not adequately regulate harmful chemicals found in a wide range of products risking human health. This includes endocrine disruptors, which were proven to be harmful over 20 years ago. <\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The reform aims to <\/span><a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/HTML\/?uri=CELEX:52020DC0667&amp;rid=4\"><span data-contrast=\"none\">strengthen<\/span><\/a><span data-contrast=\"auto\"> and streamline chemical controls, which are \u201ctoo slow to sufficiently protect consumers and professional users against risks from the most hazardous substances\u201d. As the EEB has shown, the EU and national officials often <\/span><a href=\"https:\/\/eeb.org\/fr\/need-for-speed-on-chemical-protections-in-europe\/\"><span data-contrast=\"none\">take over a decade<\/span><\/a><span data-contrast=\"auto\"> to identify hazardous chemicals and then another decade to restrict their use.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The <\/span><span data-contrast=\"auto\">Commission\u2019s <\/span><span data-contrast=\"auto\">proposal was initially <\/span><span data-contrast=\"auto\">set<\/span><span data-contrast=\"auto\"> to be published by the end of <\/span><span data-contrast=\"auto\">2022<\/span><span data-contrast=\"auto\">, then delayed to spring<\/span><span data-contrast=\"auto\"> 2023<\/span><span data-contrast=\"auto\">, <\/span><span data-contrast=\"auto\">then the <\/span><span data-contrast=\"auto\">fourth quarter of 2023,<\/span> <span data-contrast=\"auto\">and now it has been <\/span><span data-contrast=\"auto\">removed from the plans by the <\/span><span data-contrast=\"auto\">European Commission<\/span><span data-contrast=\"auto\">\u2019s<\/span><span data-contrast=\"auto\"> President Ursula von der Leyen in response to pressure from the German chemicals industry.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Sustainable Food Systems Law<\/span><\/b><\/p>\n<p><span data-contrast=\"auto\">The legislative framework for a Sustainable Food Systems Law is expected to be the legislative backbone to the <\/span><a href=\"https:\/\/food.ec.europa.eu\/horizontal-topics\/farm-fork-strategy_en\"><span data-contrast=\"none\">Farm to Fork Strategy<\/span><\/a><span data-contrast=\"auto\">, providing an overarching vision and direction of travel for a transition to sustainable food systems across the EU, and yet the Commission\u2019s Work Programme gives no clear indication regarding its future.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Despite promises to publish a proposal in late September 2023, no reference to the Law whatsoever is made in the Work Programme, and the transition to sustainable food systems is only mentioned in relation to the &#8220;strategic dialogue on the future of EU agriculture&#8221; announced by President von der Leyen in the SOTEU speech.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">How this dialogue will be structured is unclear, as are the outcomes of the extensive stakeholder consultations that have taken place over the past three and a half years. Designed to discuss how to structure the transition to sustainable food systems in an inclusive setting, these consultations have been organised and managed by the Commission using public money and have required stakeholders to invest time, capacity, and effort.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Revision of the animal welfare legislation<\/span><\/b><\/p>\n<p><span data-contrast=\"auto\">The revision of the EU animal welfare legislation, including the implementation of multiple successful European Citizens\u2019 Initiatives (ECI), including \u2018<\/span><a href=\"https:\/\/citizens-initiative.europa.eu\/initiatives\/details\/2018\/000004\/end-cage-age_en\"><span data-contrast=\"none\">End the Cage Age<\/span><\/a><span data-contrast=\"auto\">\u2019, under the Farm to Fork Strategy, has been reduced to a single measure, only addressing the welfare of animals during transport.\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The continued suffering of millions of farmed animals triggered 1.4 million EU citizens to sign the ECI calling for an end to the use of cages. The Commission responded with a commitment to <\/span><a href=\"https:\/\/citizens-initiative.europa.eu\/initiatives\/details\/2018\/000004\/end-cage-age_en#:~:text=and%20Questions%20%26%20Answers.-,Answer%20of%20the%20European%20Commission,animals%20mentioned%20in%20the%20Initiative.\"><span data-contrast=\"none\">phase out cages by 2027<\/span><\/a><span data-contrast=\"auto\"> along with their revision of this greatly outdated (2004) legislation, which <\/span><a href=\"https:\/\/food.ec.europa.eu\/system\/files\/2022-10\/aw_eval_revision_swd_2022-328_en.pdf\"><span data-contrast=\"none\">failed a fitness check<\/span><\/a><span data-contrast=\"auto\"> in 2022.
