The European Environmental Bureau (EEB) welcomed the move.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/h4>\n<p><span data-contrast=\"auto\">If implemented, the action will be the largest ever regulatory removal of authorised chemicals anywhere and covers chemicals that environmental, consumer and health groups have fought against for decades.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The plan announced today, called the <\/span><a href=\"https:\/\/ec.europa.eu\/docsroom\/documents\/49734?fbclid=IwAR0Ftb0aCg9_umH4lMvPBAuwekVQZiqGrL4jnOD7urUYAwz3nT6o8FHUd8E\"><span data-contrast=\"none\">Restrictions Roadmap<\/span><\/a><span data-contrast=\"auto\">, is a political commitment to use existing <\/span><a href=\"https:\/\/echa.europa.eu\/regulations\/reach\/legislation\"><span data-contrast=\"none\">laws<\/span><\/a><span data-contrast=\"auto\"> to ban all flame retardants, chemicals that are frequently linked to cancer, and all bisphenols, widely used in plastics but which disrupt human hormones. It will also ban all forms of PVC, the least recyclable plastic that contains large amounts of toxic additives, and restrict all PFAS \u2018forever chemicals\u2019, plus around 2,000 harmful chemicals found in baby diapers, pacifiers and childcare products.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">European officials are unhappy that some 12,000 chemicals known to cause cancer, infertility, reduce vaccine effectiveness and generate other health impacts are still widely found in products, including sensitive categories like baby nappies and pacifiers. Officials consider the roadmap a rapid first step in an EU <\/span><a href=\"https:\/\/ec.europa.eu\/environment\/strategy\/chemicals-strategy_en\"><span data-contrast=\"none\">chemical strategy<\/span><\/a><span data-contrast=\"auto\">, with more fundamental <\/span><a href=\"https:\/\/eeb.org\/fr\/chemical-detox-plan-for-europe-announced\/\"><span data-contrast=\"none\">changes<\/span><\/a><span data-contrast=\"auto\"> coming later, notably starting <\/span><a href=\"https:\/\/ec.europa.eu\/environment\/chemicals\/reach\/reach_revision_chemical_strategy_en.htm\"><span data-contrast=\"none\">in late 2022<\/span><\/a><span data-contrast=\"auto\">.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Some chemicals on the roadmap list were already facing EU restrictions, but most are new. The banning <\/span><a href=\"https:\/\/echa.europa.eu\/registry-of-restriction-intentions\/-\/dislist\/details\/0b0236e18323a25d\"><span data-contrast=\"none\">process<\/span><\/a><span data-contrast=\"auto\"> for all chemicals on the list will begin within two years. All substances will be gone by 2030, the EEB estimates.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Industry raised a \u201c<\/span><a href=\"https:\/\/chemicalwatch.com\/343273\/storm-of-protest-hits-eu-roadmap-proposals-for-restrictions-on-groups-of-chemicals\"><span data-contrast=\"none\">storm of protest<\/span><\/a><span data-contrast=\"auto\">\u201d over early drafts of the plans and is expected to try to water them down. Chemicals make up the fourth largest industrial sector in the EU, with firms owned by some of Europe\u2019s <\/span><a href=\"https:\/\/en.wikipedia.org\/wiki\/Jim_Ratcliffe\"><span data-contrast=\"auto\">richest<\/span><\/a><span data-contrast=\"auto\"> and most <\/span><a href=\"https:\/\/www.politico.eu\/article\/ngos-cry-foul-on-deza-chemical-company-linked-to-czech-prime-minister-andrej-babis-echa\/\"><span data-contrast=\"auto\">powerful<\/span><\/a><span data-contrast=\"auto\"> men. Industry association CEFIC <\/span><a href=\"https:\/\/cefic.org\/media-corner\/newsroom\/upcoming-eu-chemical-legislation-puts-europes-fourth-largest-manufacturing-industry-at-crucial-crossroads\/\"><span data-contrast=\"none\">acknowledged<\/span><\/a><span data-contrast=\"auto\"> in December that as many as 12,000 chemicals, present in 74% of consumer or professional products, have properties of serious health or environmental concern.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">EU member governments unanimously <\/span><a href=\"https:\/\/www.consilium.europa.eu\/media\/48827\/st06941-en21.pdf\"><span data-contrast=\"none\">support<\/span><\/a> <span data-contrast=\"auto\">the roadmap, although Italy is opposing (see <\/span><a href=\"https:\/\/circabc.europa.eu\/ui\/group\/a0b483a2-4c05-4058-addf-2a4de71b9a98\/library\/e42df53d-345a-42a8-a88b-8209c5fa8737\/details\"><span data-contrast=\"none\">pages 3-5<\/span><\/a><span data-contrast=\"auto\">) measures to ban PVC plastics.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The EEB <\/span><a href=\"https:\/\/eeb.org\/fr\/toxic-shock-health-officials-block-progress-on-chemical-safety\/\"><span data-contrast=\"none\">frequently<\/span><\/a> <a href=\"https:\/\/eeb.org\/fr\/press-release-sev-report\/\"><span data-contrast=\"none\">criticises<\/span><\/a><span data-contrast=\"auto\"> European chemical controls for being too slow and <\/span><a href=\"https:\/\/eeb.org\/fr\/named-major-brands-breaking-eu-chemical-safety-law\/\"><span data-contrast=\"none\">favouring business<\/span><\/a><span data-contrast=\"auto\"> interests over health and the environment. EEB chemicals policy manager Tatiana Santos said: \u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<blockquote><p><i><span data-contrast=\"auto\">\u201cWhat Von der Leyen\u2019s Commission has announced today opens a new chapter in facing down the growing threat from harmful chemicals. This \u2018great detox\u2019 promises to improve the safety of almost all manufactured products and rapidly lower the chemical intensity of our schools, homes and workplaces. It is high time for the EU to turn words into real and urgent action\u201d<\/span><\/i><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p><\/blockquote>\n<p><span data-contrast=\"auto\">An estimated <\/span><a href=\"https:\/\/echa.europa.eu\/information-on-chemicals\/cl-inventory-database\"><span data-contrast=\"none\">200,000 chemicals<\/span><\/a><span data-contrast=\"auto\"> are used in Europe. <\/span><span data-contrast=\"auto\">Global chemicals sales <\/span><a href=\"https:\/\/www.unep.org\/resources\/report\/global-chemicals-outlook-ii-legacies-innovative-solutions\"><span data-contrast=\"none\">more than doubled<\/span><\/a><span data-contrast=\"auto\"> between 2000 and 2017 and are expected to double again <\/span><a href=\"https:\/\/wedocs.unep.org\/bitstream\/handle\/20.500.11822\/27651\/GCOII_synth.pdf\"><span data-contrast=\"none\">by 2030<\/span><\/a><span data-contrast=\"auto\">. By volume, <\/span><a href=\"https:\/\/ec.europa.eu\/eurostat\/statistics-explained\/index.php\/Chemicals_production_and_consumption_statistics#Total_production_of_chemicals\"><span data-contrast=\"none\">three quarters<\/span><\/a><span data-contrast=\"auto\"> of chemicals produced in Europe are hazardous. Scientists recently <\/span><a href=\"https:\/\/www.theguardian.com\/environment\/2022\/jan\/18\/chemical-pollution-has-passed-safe-limit-for-humanity-say-scientists?CMP=Share_AndroidApp_Other\"><span data-contrast=\"none\">declared<\/span><\/a><span data-contrast=\"auto\"> that chemical pollution had crossed a planetary boundary, while last month a UN environment <\/span><a href=\"https:\/\/www.reuters.com\/business\/environment\/pollution-causing-more-deaths-than-covid-action-needed-says-un-expert-2022-02-15\/\"><span data-contrast=\"none\">report<\/span><\/a><span data-contrast=\"auto\"> found that chemical pollution is causing more deaths than Covid-19.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Daily exposure to a mix of toxic substances is linked to rising <\/span><a href=\"https:\/\/www.who.int\/ipcs\/publications\/chemicals-public-health-impact\/en\/\"><span data-contrast=\"auto\">health<\/span><\/a><span data-contrast=\"auto\">, <\/span><a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC6396757\/\"><span data-contrast=\"auto\">fertility<\/span><\/a><span data-contrast=\"auto\">, <\/span><a href=\"https:\/\/www.thelancet.com\/journals\/laneur\/article\/PIIS1474-4422(13)70278-3\/fulltext\"><span data-contrast=\"auto\">developmental<\/span><\/a><span data-contrast=\"auto\"> threats, as well as the collapse of <\/span><a href=\"https:\/\/www.theguardian.com\/environment\/2017\/oct\/18\/warning-of-ecological-armageddon-after-dramatic-plunge-in-insect-numbers\"><span data-contrast=\"auto\">insect, bird<\/span><\/a><span data-contrast=\"auto\"> and <\/span><a href=\"https:\/\/www.theguardian.com\/environment\/2018\/sep\/27\/orca-apocalypse-half-of-killer-whales-doomed-to-die-from-pollution\"><span data-contrast=\"auto\">mammal<\/span><\/a><span data-contrast=\"auto\"> populations. Some <\/span><a href=\"https:\/\/www.theworldcounts.com\/challenges\/toxic-exposures\/polluted-bodies\/chemicals-in-the-human-body\/story\"><span data-contrast=\"auto\">700<\/span><\/a><span data-contrast=\"auto\"> industrial chemicals are found in humans today that were not present in our grandparents. Doctors describe babies as born \u201c<\/span><a href=\"https:\/\/www.ohchr.org\/en\/NewsEvents\/Pages\/DisplayNews.aspx?NewsID=23788&amp;LangID=E\"><span data-contrast=\"auto\">pre-polluted<\/span><\/a><span data-contrast=\"auto\">\u201d.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Official <\/span><a href=\"https:\/\/ec.europa.eu\/commfrontoffice\/publicopinion\/index.cfm\/survey\/getSurveydetail\/instruments\/special\/surveyky\/2257\"><span data-contrast=\"none\">polling<\/span><\/a><span data-contrast=\"auto\"> finds 84% of Europeans worried about the health impact of chemicals in products and 90% about their impact on the environment.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Traditionally, the EU regulates chemicals one by one, an approach that has failed to keep up with industrial development of a new chemical every <\/span><a href=\"https:\/\/wedocs.unep.org\/bitstream\/handle\/20.500.11822\/28186\/GCOII_PartI.pdf?sequence=1&amp;isAllowed=y\"><span data-contrast=\"none\">1.4 seconds<\/span><\/a><span data-contrast=\"auto\">. The EU has banned around 2,000 hazardous chemicals over the last<\/span><span data-contrast=\"auto\"> 13<\/span><span data-contrast=\"auto\"> years, more than any other world region. But these restrictions apply to very few products, such as cosmetics and toys. Roughly the same substances will now be banned from childcare items, a larger product group than toys or cosmetics. In addition, most other chemical groups targeted in the roadmap will apply to many product groups, greatly expanding regulatory impact. <\/span><\/p>\n<p><span data-contrast=\"auto\">The EEB estimates that the roadmap will lead to roughly 5,000 to 7,000 chemicals being banned by 2030.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The roadmap will step up a group approach to regulating chemicals, where the most harmful member of a chemical family defines legal restrictions for the whole family.
