{"id":103130,"date":"2020-12-11T05:11:16","date_gmt":"2020-12-11T04:11:16","guid":{"rendered":"https:\/\/eeb.org\/?p=103130"},"modified":"2020-12-11T10:13:02","modified_gmt":"2020-12-11T09:13:02","slug":"coal-firms-get-e50-million-free-pass-on-water-bills-investigation","status":"publish","type":"post","link":"https:\/\/eeb.org\/fr\/coal-firms-get-e50-million-free-pass-on-water-bills-investigation\/","title":{"rendered":"Coal firms get \u20ac50+ million \u2018free pass\u2019 on water bills &#8211; investigation"},"content":{"rendered":"<h3 style=\"text-align: center;\"><span style=\"font-weight: 400;\">Hidden subsidies for major polluters, while public forced to pay<\/span><\/h3>\n<p style=\"text-align: center;\"><a href=\"https:\/\/mailchi.mp\/eeb.org\/cap-briefing-5035254\">Auf Deutsch<\/a> | <a href=\"https:\/\/mailchi.mp\/eeb.org\/cap-briefing-5035266\">W j\u0119zyku polskim<\/a><\/p>\n<p><b>11 December 2020, Brussels &#8211; <\/b><span style=\"font-weight: 400;\">Officials are shielding the coal industry from tens of millions of euros in mandatory water bills while making the public pay, an investigation has revealed.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The hidden subsidies are distorting the market and supporting a major polluter of the climate, air and water just as governments agree <\/span><a href=\"https:\/\/twitter.com\/eucopresident\/status\/1337296150580383744\"><span style=\"font-weight: 400;\">further action<\/span><\/a><span style=\"font-weight: 400;\"> against climate heating, warned the European Environmental Bureau (EEB).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The NGO spent months analysing opaque data on water use for a report published today called <a href=\"https:\/\/eeb.org\/fr\/library\/mind-the-gap-report\/\">Mind The Gap<\/a>, Mapping hidden subsidies for the coal and lignite industry. The report focuses on Germany, Poland and the Czech Republic, Europe\u2019s top three producers of lignite, a particularly <\/span><a href=\"https:\/\/www.env-health.org\/wp-content\/uploads\/2018\/12\/HEAL-Lignite-Briefing-en_web.pdf\"><span style=\"font-weight: 400;\">harmful<\/span><\/a><span style=\"font-weight: 400;\"> form of coal. It found that governments are failing to impose annual fees worth an estimated \u20ac54 million per year, as required under the EU Water Framework Directive. The figure is based on comparable fees paid in the minority of territories that do require industry to pay. The total amount is higher when the coal sector beyond lignite is included.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The directive required governments by 2010 to put in place water pricing policies that ensure an \u201cadequate contribution\u201d by both individuals and companies in order to conserve water and cut pollution. Throughout Europe, pricing has been applied for private citizens, who pay <\/span><a href=\"https:\/\/www.eureau.org\/resources\/publications\/5268-the-governance-of-water-services-in-europe-2020-edition-2\/file\"><span style=\"font-weight: 400;\">on average<\/span><\/a><span style=\"font-weight: 400;\"> \u20ac5.50 (Germany), \u20ac3.42 (Czech Republic), \u20ac2.75 (Poland) per cubic metre to water companies, which add a premium for services like treatment and delivery. But pricing is either exceptionally low or entirely missing for lignite companies. This despite the fact that other industrial sectors are forced to pay, and that just nine lignite mines pump a billion cubic metres of water per year, nearly five times more water than is used by the residents of Berlin.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Following pressure by environmental groups, one German federal state forced lignite companies to pay for all the water they drain &#8211; North Rhine-Westphalia. But coal firms there pay 100 times less per cubic metre than the equivalent amount of tap water for private citizens.<\/span><\/p>\n<p>EEB industrial production policy officer and report author<b> Sara Johansson <\/b>said:<\/p>\n<blockquote><p><i><span style=\"font-weight: 400;\">\u201cWhile households pay a high price for their water bills, climate villains are pumping tens of millions of cubic metres a year for free. It is a scandal. The polluter should pay. That rule is plain and simple and it is written into the EU directive. But the governments of Germany, Poland and the Czech Republic have looked the other way for a decade, subsidising their lignite industry and creating market distortion. Mines often exist next to power plants, a heavy water user. This is the basis for the \u20ac2m CZ savings calculation.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Coal is a major contributor to climate change and air pollution from coal plants causes 20,000 Europeans to die prematurely each year. Coal plants are also the biggest man-made source of mercury pollution. Plants in the three countries emitted 9.5 tonnes of the powerful neurotoxin in 2017. Mercury is the most common cause of the 60% of Europe\u2019s lakes and rivers that fail clean water standards set by the same directive. Even after a mine is closed, water drainage and pollution can continue for decades or in perpetuity.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Data on industrial water use in the three countries is hard to access, making it difficult to identify users and polluters of water bodies and apply the Polluter Pays Principle, a legal aspect of the directive. The EEB is <\/span><a href=\"https:\/\/eeb.org\/fr\/library\/eeb-input-to-e-prtr-impact-assessment\/\"><span style=\"font-weight: 400;\">calling<\/span><\/a><span style=\"font-weight: 400;\"> for improvements.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The NGO GR\u00dcNE LIGA has been <\/span><a href=\"https:\/\/eeb.org\/wp-content\/uploads\/2020\/12\/Position-paper_Brandenburg-case_April2010.pdf\"><span style=\"font-weight: 400;\">highlighting<\/span><\/a><span style=\"font-weight: 400;\"> the problem of water use by coal companies for over a decade.<\/span><b>\u00a0<\/b><\/p>\n<p>GR\u00dcNE LIGA water expert<b> Michael Bender<\/b> said:<\/p>\n<blockquote><p><i><span style=\"font-weight: 400;\">\u201cThere is an urgent need for more transparency on the amount of ground and surface water abstracted by coal and other industries. Water management authorities know the extent of the coal industry\u2019s impact, yet they are not doing their homework to compile data and make polluters pay.
