{"id":100533,"date":"2019-11-28T00:01:16","date_gmt":"2019-11-27T23:01:16","guid":{"rendered":"https:\/\/eeb.org\/?p=100533"},"modified":"2019-12-05T16:09:17","modified_gmt":"2019-12-05T15:09:17","slug":"flood-of-toxic-chinese-toys-threatens-childrens-health","status":"publish","type":"post","link":"https:\/\/eeb.org\/fr\/flood-of-toxic-chinese-toys-threatens-childrens-health\/","title":{"rendered":"\u2018Flood\u2019 of toxic Chinese toys threatens children\u2019s health"},"content":{"rendered":"<h4 style=\"text-align: left;\"><b>Phthalates found in children at harmful levels in 13 out of 15 EU countries<\/b><\/h4>\n<p><b>Brussels, 28 November 2019<\/b><span style=\"font-weight: 400;\"> &#8211; Government officials are facing a \u2018flood\u2019 of dangerously contaminated Chinese toys, figures crunched by the European Environmental Bureau (EEB) revealed today.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">National officials blocked <\/span><a href=\"https:\/\/docs.google.com\/spreadsheets\/d\/1YUwbfFtw78IqpYhpyJWsjJ_U7D68xDd3DD0qid2JT_M\/edit?usp=sharing\"><span style=\"font-weight: 400;\">248 models of toy<\/span><\/a><span style=\"font-weight: 400;\"> (likely tens of millions of units) from sale so far in 2019 after tests revealed <\/span><a href=\"https:\/\/echa.europa.eu\/regulations\/reach\/legislation\"><span style=\"font-weight: 400;\">illegal<\/span><\/a><span style=\"font-weight: 400;\"> levels of toxic chemicals. Of these, 228 (92%) were categorised as \u201cserious risk\u201d; 219 (88%) came from China; and 127 (51%) were contaminated with phthalates, a plastic additive. One product contained 43% phthalate by weight &#8211; a <\/span><a href=\"https:\/\/ec.europa.eu\/consumers\/consumers_safety\/safety_products\/rapex\/alerts\/?event=viewProduct&amp;reference=A11\/0032\/19&amp;lng=en\"><span style=\"font-weight: 400;\">halloween mask<\/span><\/a><span style=\"font-weight: 400;\"> found in Germany. Two seriously contaminated toys found in Poland were plastic <\/span><a href=\"https:\/\/ec.europa.eu\/consumers\/consumers_safety\/safety_products\/rapex\/alerts\/?event=viewProduct&amp;reference=A12\/0037\/19&amp;lng=en\"><span style=\"font-weight: 400;\">medical<\/span><\/a><span style=\"font-weight: 400;\"> play <\/span><a href=\"https:\/\/ec.europa.eu\/consumers\/consumers_safety\/safety_products\/rapex\/alerts\/?event=viewProduct&amp;reference=A12\/0040\/19&amp;lng=en\"><span style=\"font-weight: 400;\">sets<\/span><\/a><span style=\"font-weight: 400;\">, another was a toy <\/span><a href=\"https:\/\/ec.europa.eu\/consumers\/consumers_safety\/safety_products\/rapex\/alerts\/?event=viewProduct&amp;reference=A12\/1153\/19&amp;lng=en\"><span style=\"font-weight: 400;\">chemistry set<\/span><\/a><span style=\"font-weight: 400;\"> found in France.<\/span><\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone size-full wp-image-100541\" src=\"https:\/\/eeb.org\/wp-content\/uploads\/2019\/11\/toy-set-2.jpg\" alt=\"\" width=\"1200\" height=\"375\" srcset=\"https:\/\/eeb.org\/wp-content\/uploads\/2019\/11\/toy-set-2.jpg 1200w, https:\/\/eeb.org\/wp-content\/uploads\/2019\/11\/toy-set-2-300x94.jpg 300w, https:\/\/eeb.org\/wp-content\/uploads\/2019\/11\/toy-set-2-768x240.jpg 768w, https:\/\/eeb.org\/wp-content\/uploads\/2019\/11\/toy-set-2-1024x320.jpg 1024w, https:\/\/eeb.org\/wp-content\/uploads\/2019\/11\/toy-set-2-260x81.jpg 260w, https:\/\/eeb.org\/wp-content\/uploads\/2019\/11\/toy-set-2-50x16.jpg 50w, https:\/\/eeb.org\/wp-content\/uploads\/2019\/11\/toy-set-2-150x47.jpg 150w\" sizes=\"(max-width:767px) 480px, (max-width:1200px) 100vw, 1200px\" \/><span style=\"font-weight: 400;\">Around half the contaminated toys were plastic (121), 73 were dolls, 62 were slime contaminated with boron, 27 were soft or squeezable toys. After chemical risk, toys were blocked because of risk of choking (192) and \u201cenvironment\u201d (51). Toys were the single most problematic good blocked (542), followed by motor vehicles (462) and electrical appliances (162), though inspections are usually not random. The findings come from the EU <\/span><a href=\"https:\/\/ec.europa.eu\/consumers\/consumers_safety\/safety_products\/rapex\/alerts\/?event=main.search&amp;lng=en#searchResults\"><span style=\"font-weight: 400;\">Rapex<\/span><\/a><span style=\"font-weight: 400;\"> system, which alerts officials across Europe about dangerous consumer goods.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Customs officers from four EU frontier countries checked 2.26 million Chinese plastic toys, blocked 722,598 from entering Europe after discovering illegal levels of phthalates and destroyed 31,590, according to a single joint enforcement <\/span><a href=\"https:\/\/ec.europa.eu\/docsroom\/documents\/32505\"><span style=\"font-weight: 400;\">project<\/span><\/a><span style=\"font-weight: 400;\"> presentation last winter. Of the contaminated toys, 92% carried the manufacturer\u2019s <\/span><a href=\"https:\/\/en.wikipedia.org\/wiki\/CE_marking\"><span style=\"font-weight: 400;\">CE safety mark<\/span><\/a><span style=\"font-weight: 400;\">. 21 Rapex alerts were created as a result.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Consumer groups yesterday released a <\/span><a href=\"https:\/\/www.beuc.eu\/press-media\/news-events\/harmful-chemicals-toys-what-know-ahead-festive-season\"><span style=\"font-weight: 400;\">round-up<\/span><\/a><span style=\"font-weight: 400;\"> of toys tested for toxic chemicals by their members.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Large-scale <\/span><a href=\"http:\/\/www.eu-hbm.info\/democophes\"><span style=\"font-weight: 400;\">screening<\/span><\/a><span style=\"font-weight: 400;\"> for chemical pollution found that four phthalates pose a risk to children in 13 out of 15 EU countries. All children were contaminated with phthalates, on average twice as much as their mothers. Sometimes contamination was much higher, up to 12 times more than their mothers. Possible health impacts include reproductive disorders, delayed puberty and numerous behavioural disorders. The European Chemicals Agency <\/span><a href=\"https:\/\/echa.europa.eu\/documents\/10162\/2700f4f2-579a-1fbe-2c23-311706a3e958\"><span style=\"font-weight: 400;\">concluded<\/span><\/a><span style=\"font-weight: 400;\"> that the situation is not adequately controlled.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The EU <\/span><a href=\"https:\/\/ec.europa.eu\/growth\/sectors\/toys\/safety_en\"><span style=\"font-weight: 400;\">Toy Safety Directive<\/span><\/a><span style=\"font-weight: 400;\"> rules out production involving many harmful chemicals, but <\/span><a href=\"https:\/\/drive.google.com\/open?id=1VDN2eG1ElhDI4WmFqF2vw651lWDFC1W9\"><span style=\"font-weight: 400;\">neglects others<\/span><\/a><span style=\"font-weight: 400;\">. Restricted substances are also <\/span><a href=\"https:\/\/ipen.org\/documents\/toxic-toy-or-toxic-waste-recycling-pops-new-products\"><span style=\"font-weight: 400;\">sometimes found<\/span><\/a><span style=\"font-weight: 400;\"> in toys because recyclers can legally trade in plastic containing higher concentrations than virgin material. There is evidence that some recyclers also sell plastic for toys containing banned substances. Some manufacturers break the law by selling toys with legal substances at illegal concentrations. Industry must supply <\/span><a href=\"https:\/\/echa.europa.eu\/regulations\/reach\/legislation\"><span style=\"font-weight: 400;\">safety data<\/span><\/a><span style=\"font-weight: 400;\"> for most chemicals before they are used, while all plastics are exempted from this legal requirement. Manufacturers are not required to label toy ingredients<\/span><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The European Environmental Bureau is the bloc\u2019s largest network of green NGOs. Today it launched a public awareness campaign to highlight toxic toys and the need for labelling.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><iframe src=\"https:\/\/www.youtube.com\/embed\/ZkbdFW6gGDM\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<p><b>EEB chemical policy manager Tatiana Santos said: <\/b><i><span style=\"font-weight: 400;\">\u201cToxic toys are clearly a major problem for officials. The numbers are appalling; this is a flood. Where inspectors get the resources they need, they do a great job. But we wonder how many go undetected.<\/span><\/i><\/p>\n<blockquote><p><i><span style=\"font-weight: 400;\">\u201cWhether legal or not, toxic chemicals have no place in toys. Children are particularly vulnerable, yet scientists are reporting worrying levels of synthetic substances in the population. The toy industry must wake up to its duty of care and detox quickly. Clearly, importers of Chinese goods have to do a much better job of pressuring their suppliers. Yet some harmful chemicals are still legal in toys. So we need tougher laws too.\u00a0<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cThe most problematic toys are those made of plastic. Yet plastics get away with very light touch regulation in Europe. It\u2019s a particular problem in recycled plastic, where we still see chemicals that were banned years ago turning up in new toys. The EU should get tough; ban all toxic chemicals and close the loopholes. Also, any toys allowed into toy shops should carry a label with the chemical ingredients and warning signs if needed, like those that exist for bleach or similar products. This way, parents could see what chemicals are in the toys they buy for their children and make informed choices.\u201d<\/span><\/i><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">Chemical pollution is linked to rising <\/span><a href=\"https:\/\/www.who.int\/ipcs\/publications\/chemicals-public-health-impact\/en\/\"><span style=\"font-weight: 400;\">health<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC6396757\/\"><span style=\"font-weight: 400;\">fertility<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.thelancet.com\/journals\/laneur\/article\/PIIS1474-4422(13)70278-3\/fulltext\"><span style=\"font-weight: 400;\">developmental<\/span><\/a><span style=\"font-weight: 400;\"> and environmental problems, including the collapse in <\/span><a href=\"https:\/\/www.theguardian.com\/environment\/2017\/oct\/18\/warning-of-ecological-armageddon-after-dramatic-plunge-in-insect-numbers\"><span style=\"font-weight: 400;\">insect, bird<\/span><\/a><span style=\"font-weight: 400;\"> and aquatic <\/span><a href=\"https:\/\/www.theguardian.com\/environment\/2018\/sep\/27\/orca-apocalypse-half-of-killer-whales-doomed-to-die-from-pollution\"><span style=\"font-weight: 400;\">mammal<\/span><\/a><span style=\"font-weight: 400;\"> populations. <\/span><a href=\"http:\/\/ec.europa.eu\/commfrontoffice\/publicopinion\/index.cfm\/Survey\/getSurveyDetail\/instruments\/SPECIAL\/surveyKy\/2111\"><span style=\"font-weight: 400;\">Two thirds<\/span><\/a><span style=\"font-weight: 400;\"> of Europeans <\/span><a href=\"http:\/\/ec.europa.eu\/commfrontoffice\/publicopinion\/index.cfm\/Survey\/getSurveyDetail\/instruments\/SPECIAL\/surveyKy\/2111\"><span style=\"font-weight: 400;\">worry<\/span><\/a><span style=\"font-weight: 400;\"> about daily chemical exposure.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Earlier this month, NGOs <\/span><a href=\"https:\/\/eeb.org\/fr\/library\/a-chemicals-strategy-as-part-of-the-european-green-deal-time-to-deliver\/\"><span style=\"font-weight: 400;\">warned<\/span><\/a><span style=\"font-weight: 400;\"> that EU chemical safety laws are failing and should be improved.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A CHEM Trust <\/span><a href=\"https:\/\/chemtrust.org\/uk-chemical-regulation\/\"><span style=\"font-weight: 400;\">survey<\/span><\/a><span style=\"font-weight: 400;\"> of UK enforcement authorities found that budget cuts had reduced the number of enforcement officers by half.<\/span><\/p>\n<p>Photo by\u00a0<a href=\"https:\/\/unsplash.com\/@ninjason?utm_source=unsplash&amp;utm_medium=referral&amp;utm_content=creditCopyText\">Jason Leung<\/a>.
