The Ten-Year Network Development Plans (TYNDPs) are infrastructure development plans drawn up by the European Networks of Transmission System Operators for Electricity and Gas (ENTSO-E and ENTSOG) to ensure a coordinated pan-European approach to electricity and gas grid development. TYNDPs are published every two years. The latest reports can be found here<\/a> (electricity) and here<\/a> (gas).<\/p>\n

Regulation (EU) 347\/2013 – the TEN-E Regulation<\/a> – requires ENTSO-E and ENTSOG to use scenarios to prepare their infrastructure plans. The TYNDP 2018 was the first time that the ENTSOs worked together on scenario development. As the first deliverable in the formal scenario development process for the TYNDP 2024, ENTSO-E and ENTSOG published their Storylines report and several key underlying data sets and modelling methodologies and opened them for comments in a public consultation<\/a>.<\/p>\n

The EEB responded to the public consultation by highlighting the need to reflect more ambitious targets for the rapid expansion and integration of renewables, the uptake of energy efficiency and higher rates of electrification. We also raised concerns about the over-reliance of the TYNDP 2024 scenarios on methane and hydrogen. Finally, we called for the scenarios to take greater account of the potential for circularity and sufficiency, which could significantly reduce energy demand in various sectors.<\/p>\n

Several of our responses are based on the results of the Paris Agreement Compatible (PAC) scenario<\/a>, a modelling exercise carried out in partnership with the Renewables Grid Initiatives (RGI), Climate Action Network (CAN) Europe and REN21.
