28 May 2026, Brussels<\/span><\/b>\u00a0\u2013 The European Ombudswoman, the EU’s legal watchdog,\u00a0will\u00a0consider the\u00a0<\/span>arguments<\/span><\/a>\u00a0put forward by\u00a0the\u00a0European Environmental Bureau (EEB) \u2013 Europe\u2019s largest network of environmental NGOs \u2013\u00a0on\u00a0the European Commission\u2019s handling of the upcoming CAP reform\u00a0in\u00a0her\u00a0ongoing\u00a0analysis, but chose not to open a new case as\u00a0the\u00a0complaint\u00a0is\u00a0\u201clargely covered\u201d by\u00a0<\/span>recommendations and suggestions<\/span><\/a>\u00a0<\/span>issued after\u00a0finding\u00a0that the Commission had committed maladministration in its handling of\u00a0a number of\u00a0<\/span>legislative\u00a0proposals<\/span><\/a>.<\/span>\u00a0<\/span><\/p>\n

The Ombudswoman’s response reinforces the fact that these concerns extend beyond individual files, highlighting\u00a0a pattern of behaviour in which the same legal framework\u00a0continues to\u00a0be\u00a0handled poorly,\u00a0leading to\u00a0a wave of complaints\u00a0all citing concerns\u00a0regarding\u00a0a lack of transparency and\u00a0evidence-based decision making.<\/span>\u00a0<\/span><\/p>\n

Th\u00e9o Paquet, Senior Policy Officer for Agriculture at the EEB, said: <\/span><\/b>\u00a0<\/span><\/p>\n

\u201c<\/span>Rushed decision-making leads to poor policymaking. The result\u00a0is\u00a0a CAP proposal with serious shortcomings, notably a lack of dedicated funding for nature and climate,\u00a0which is critical for the future resilience of EU food and farming.\u00a0<\/span><\/i>\u00a0<\/span><\/p>\n

Alarmingly, the Ombudswoman’s\u00a0response to\u00a0our\u00a0complaint\u00a0shows\u00a0that\u00a0our concerns are not\u00a0isolated\u00a0but\u00a0reflect\u00a0a\u00a0broader\u00a0pattern of behaviour which has drawn scrutiny from the EU watchdog.\u201d<\/span><\/i>\u00a0<\/span><\/p>\n

The EEB welcomes the Ombudswoman’s decision to\u00a0inform the Commission of\u00a0NGO concerns\u00a0specifying that they suggest \u201cthat the issues addressed in my recommendation are not limited to the legislative proposals in question in the three cases I inquired into\u201d.\u00a0<\/span>\u00a0<\/span><\/p>\n
