Brussels,\u00a015\u00a0July 2026<\/span><\/i><\/b>\u00a0\u2013\u00a0<\/span>The European Commission today published the results of its evaluation of the Nitrates Directive. The report reaffirms the Directive\u2019s critical role in tackling nitrogen pollution from agriculture and protecting Europe\u2019s water\u00a0but highlights need for better implementation, reports the European Environmental Bureau\u00a0(EEB).\u00a0<\/span><\/i>\u00a0<\/span><\/p>\n

The evaluation, which is the first full assessment of the Nitrates Directive since its adoption and has lasted nearly three years, concludes that the Directive <\/span>remains necessary, relevant and effective. <\/span><\/b>It\u00a0sets\u00a0the EU on\u00a0course\u00a0to\u00a0bring\u00a0Europe\u2019s\u00a0rivers, lakes,\u00a0groundwater\u00a0and coastal waters\u00a0back to good health\u00a0through\u00a0the\u00a0full implementation and enforcement of the\u00a0Nitrates Directive.<\/span>\u00a0<\/span><\/p>\n

The message\u00a0from the Commission\u00a0is clear, the Nitrates Directive is a flexible yet\u00a0effective tool in curbing nitrate pollution from agricultural sources, allowing Member States to adapt measures to local conditions, but reminds that this flexibility comes with a responsibility on Member States to\u00a0impose and enforce the\u00a0necessary measures.\u00a0<\/span>\u00a0<\/span><\/p>\n

The conclusions come against a backdrop of growing evidence that nitrate pollution in water is imposing increasingly steep costs on ecosystems, human health, public budgets, and the wider economy. The EEB welcomes the confirmation that the Nitrates Directive is a key tool for reducing and preventing agricultural pollution at source and must be fully implemented. <\/span>\u00a0<\/span><\/p>\n

Sara Johansson, Policy Manager for Water, EEB, said:<\/span><\/b>\u00a0<\/span><\/p>\n

“National courts and the latest scientific evidence have confirmed the dangers of nitrate pollution\u00a0<\/span><\/i> from\u00a0agriculture\u00a0choking\u00a0EU rivers and poisoning drinking water. This report\u00a0confirms\u00a0that\u00a0with\u00a0<\/span><\/i> proper implementation the Nitrates Directive is the most cost-effective way to reverse\u00a0the\u00a0damage\u00a0<\/span><\/i> and provide relief to EU waters.”<\/span><\/i>\u00a0<\/span><\/p><\/blockquote>\n

Pressing the need for\u00a0implementation and enforcement<\/span><\/b>\u00a0<\/span><\/p>\n

By aiming to reduce and prevent water pollution caused by nitrates from agricultural sources, the Nitrates Directive remains one of Europe\u2019s most important environmental laws, which helps deliver the goals of the Water Framework Directive, Drinking Water Directive and Habitats Directive as well as the objectives of the Water Resilience Strategy. <\/span>\u00a0<\/span><\/p>\n

The\u00a0evaluation\u00a0comes against the backdrop of persistent and worrying implementation failures across Europe.\u00a0<\/span>More than a third<\/span><\/a>\u00a0of groundwater bodies,\u00a0<\/span>rivers,\u00a0lakes\u00a0and coastal waters<\/span><\/a> are negatively affected by agricultural pollution. The cost of this mess already exceeds <\/span>\u20ac22 billion per year<\/span><\/a>, or \u20ac60 million per day.\u00a0<\/span>\u00a0<\/span><\/p>\n

While the Commission hails the Directive\u2019s manure limit as a pivotal benchmark in curbing the negative environmental impacts of intensive animal rearing, this is contradicted by recent and further proposed policy changes by the Commission to relax those same rules, which decreases pressure on EU countries to de-intensify animal rearing systems risk increasing nitrate pollution, something the EEB has <\/span>criticised<\/span><\/a>.\u00a0<\/span>\u00a0<\/span><\/p>\n

The solutions already exist<\/span><\/b>\u00a0<\/span><\/p>\n

The Nitrates Directive has provided EU countries with the tools to tackle agricultural water pollution for 35 years. The priority now must be implementing and enforcing them to help restore Europe’s waters, says the EEB.<\/span><\/p>\n

As Member States prepare the next cycle of\u00a0implementation plans to\u00a0achieve\u00a0objectives\u00a0under the Water Framework Objective,\u00a0this is a\u00a0not-to-be-missed\u00a0opportunity to\u00a0speed up efforts\u00a0to\u00a0promote farming practices\u00a0that\u00a0work with nature and\u00a0that respects ecological limits.\u00a0The\u00a0evaluation report confirms this is\u00a0a\u00a0good investment:\u00a0the benefits of reducing\u00a0agricultural\u00a0pollution\u00a0of water\u00a0\u2013 which include\u00a0safe\u00a0drinking\u00a0water and\u00a0resilient food\u00a0production\u00a0\u2013\u00a0are\u00a03-7 times higher than the costs to implement\u00a0the Nitrates\u00a0Directive.<\/span>\u00a0<\/span><\/p>\n
