{"id":117138,"date":"2025-02-19T13:30:04","date_gmt":"2025-02-19T12:30:04","guid":{"rendered":"https:\/\/eeb.org\/?p=117138"},"modified":"2025-02-19T16:38:18","modified_gmt":"2025-02-19T15:38:18","slug":"eu-farm-vision-lacks-vision","status":"publish","type":"post","link":"https:\/\/eeb.org\/en_gb\/eu-farm-vision-lacks-vision\/","title":{"rendered":"EU farm vision lacks vision"},"content":{"rendered":"<p><strong>A \u2018vision\u2019 to reshape EU food and farming policies <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_25_530\">tabled <\/a>by the European Commission today is weak and disappointing, according to the <a href=\"https:\/\/eeb.org\/en_gb\/work-areas\/agriculture\/\">European Environmental Bureau<\/a> (EEB), Europe\u2019s largest network of environmental organisations.\u00a0<\/strong><\/p>\n<blockquote><p><b>Policy Manager for Agriculture and Food Systems, C\u00e9lia Nyssens-James, said: <\/b><i><span style=\"font-weight: 400;\">\u201cHaving successfully steered all parts of the agri-food system to a historic and meaningful <\/span><\/i><a href=\"https:\/\/docs.google.com\/document\/d\/1QiTBbqQqyvrphs7IugLR24XsCoXzRHMcXtOD60hRqQ0\/edit?usp=sharing\"><i><span style=\"font-weight: 400;\">consensus<\/span><\/i><\/a><i><span style=\"font-weight: 400;\"> on the future of farming in Europe, officials took only baby steps in the right direction today. Their vision lacks vision. The plans announced fall well short of the bold measures agreed unanimously and needed to support the kind of long-term, sustainable and climate-resilient farming Europe badly needs.\u201d<\/span><\/i><\/p><\/blockquote>\n<h4><span style=\"font-weight: 400;\">The EEB is concerned by:<\/span><\/h4>\n<ul>\n<li><span style=\"font-weight: 400;\">A notable lack of environmental measures and targets or increased budget for environmental payments to farms, despite prominent recognition of the need for agriculture to respect planetary boundaries and contribute to climate action;<\/span><\/li>\n<li><span style=\"font-weight: 400;\">A timid effort to reform area-based income support payments, which have for years driven the industrialisation of agriculture, failing to follow <\/span><a href=\"https:\/\/docs.google.com\/document\/d\/1QiTBbqQqyvrphs7IugLR24XsCoXzRHMcXtOD60hRqQ0\/edit?usp=sharing\"><span style=\"font-weight: 400;\">consensus<\/span><\/a><span style=\"font-weight: 400;\"> recommendations, which urged that farm funds &#8220;should deliver income support for certain active farmers, but in a much more targeted way.&#8221; A previous version of the \u2018vision\u2019 suggested a shift of income payments away from the largest and wealthiest farms, but was removed in the final text.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Signs that officials may dismantle the last remaining environmental rules attached to farm income payments in the name of \u201csimplification\u201d;<\/span><\/li>\n<li><span style=\"font-weight: 400;\">An absence of plans to address meat and dairy-heavy diets that are harmful to the environment and human health;<\/span><\/li>\n<li><span style=\"font-weight: 400;\"><span data-teams=\"true\">The promise to deliver on a long-standing commitment to halt the export of dangerous pesticides already banned in the EU was removed from the Commission\u2019s vision late in the process, becoming a mere &#8220;issue to assess&#8221;<\/span><\/span><\/li>\n<\/ul>\n<h4><span style=\"font-weight: 400;\">The EEB welcomed:<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/h4>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A commitment to address Europe\u2019s dependence on foreign fertilisers and grain to feed farm animals that cause major air and water pollution problems in Europe. This opens the door to policies to improve diets and boost environmental farming techniques that can deliver greater \u2018strategic autonomy\u2019;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Another commitment to improve animal welfare rules and phase-out cruel cages in farming, in line with a popular European <\/span><a href=\"https:\/\/food.ec.europa.eu\/animals\/animal-welfare\/eci\/eci-end-cage-age_en\"><span style=\"font-weight: 400;\">petition<\/span><\/a><span style=\"font-weight: 400;\"> to \u2018End the Cage Age\u2019.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The EEB is <\/span><a href=\"https:\/\/eeb.org\/en_gb\/collaboration-remains-on-the-menu-with-appointment-of-new-agri-food-advisory-board-ebaf\/\"><span style=\"font-weight: 400;\">part<\/span><\/a><span style=\"font-weight: 400;\"> of a new <\/span><a href=\"https:\/\/agriculture.ec.europa.eu\/news\/european-commission-establishes-european-board-agriculture-and-food-2025-01-27_en\"><span style=\"font-weight: 400;\">board<\/span><\/a><span style=\"font-weight: 400;\"> advising the Commission on food and farming policy. Many of its members have stated the consensus agreement should be implemented in full.
