<\/span><span class=\"NormalTextRun ContextualSpellingAndGrammarErrorV2Themed SCXW43550061 BCX0\">CAP<\/span><\/span><span class=\"TextRun Highlight SCXW43550061 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun ContextualSpellingAndGrammarErrorV2Themed SCXW43550061 BCX0\">[<\/span><span class=\"NormalTextRun CommentStart SCXW43550061 BCX0\">1<\/span><span class=\"NormalTextRun SCXW43550061 BCX0\">]<\/span><\/span><span class=\"TextRun SCXW43550061 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW43550061 BCX0\">, <\/span><span class=\"NormalTextRun SCXW43550061 BCX0\">by <\/span><span class=\"NormalTextRun SCXW43550061 BCX0\">removing conditional<\/span><span class=\"NormalTextRun SCXW43550061 BCX0\">ity<\/span><span class=\"NormalTextRun SCXW43550061 BCX0\"> \u2013 <\/span><strong><span class=\"NormalTextRun SCXW43550061 BCX0\">turning <\/span><span class=\"NormalTextRun SCXW43550061 BCX0\">previously <\/span><span class=\"NormalTextRun SCXW43550061 BCX0\">basic <\/span><span class=\"NormalTextRun SCXW43550061 BCX0\">conditions<\/span> <span class=\"NormalTextRun SCXW43550061 BCX0\">that farmer<\/span><span class=\"NormalTextRun SCXW43550061 BCX0\">s<\/span><span class=\"NormalTextRun SCXW43550061 BCX0\"> must fulfil<\/span><span class=\"NormalTextRun SCXW43550061 BCX0\"> to receive funding<\/span> <span class=\"NormalTextRun SCXW43550061 BCX0\">into voluntary <\/span><span class=\"NormalTextRun ContextualSpellingAndGrammarErrorV2Themed SCXW43550061 BCX0\">practices<\/span><\/strong><span class=\"NormalTextRun ContextualSpellingAndGrammarErrorV2Themed SCXW43550061 BCX0\">[<\/span><span class=\"NormalTextRun SCXW43550061 BCX0\">2]<\/span><span class=\"NormalTextRun SCXW43550061 BCX0\">.<\/span> <span class=\"NormalTextRun SCXW43550061 BCX0\">This decision comes in the same week that the European Environment Agency (EEA) published <\/span><span class=\"NormalTextRun SCXW43550061 BCX0\">a<\/span><span class=\"NormalTextRun SCXW43550061 BCX0\"> first-of-its-kind <\/span><\/span><span class=\"TextRun Underlined SCXW43550061 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW43550061 BCX0\" data-ccp-charstyle=\"Hyperlink\">EU climate <\/span><\/span><span class=\"TextRun Underlined SCXW43550061 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW43550061 BCX0\" data-ccp-charstyle=\"Hyperlink\">risk<\/span><\/span><span class=\"TextRun Underlined SCXW43550061 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW43550061 BCX0\" data-ccp-charstyle=\"Hyperlink\"> assessment,<\/span><\/span> <span class=\"TextRun SCXW43550061 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW43550061 BCX0\">warning that without urgent and decisive action the risks could become \u201ccatastr<\/span><span class=\"NormalTextRun SCXW43550061 BCX0\">op<\/span><span class=\"NormalTextRun SCXW43550061 BCX0\">hic<\/span><span class=\"NormalTextRun SCXW43550061 BCX0\">\u201d[3].<\/span><\/span> <span class=\"EOP SCXW43550061 BCX0\" data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"none\">What&#8217;s changed?<\/span><\/b><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335559685&quot;:0,&quot;335559737&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">This includes requirements for farmers to leave part of their farm fallow to promote biodiversity (<\/span><b><span data-contrast=\"none\">GAEC 8<\/span><\/b><span data-contrast=\"none\">) and ensure good practices such as soil cover (<\/span><b><span data-contrast=\"none\">GAEC 6<\/span><\/b><span data-contrast=\"none\">), low tillage (<\/span><b><span data-contrast=\"none\">GAEC 5<\/span><\/b><span data-contrast=\"none\">), crop rotation (<\/span><b><span data-contrast=\"none\">GAEC 7<\/span><\/b><span data-contrast=\"none\">). It also bluntly exempts all farms below 10 ha from any conditionality rule or controls. <\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">These decisions were made without any impact assessment or proper public consultation, completely going against the Commission\u2019s <\/span><i><span data-contrast=\"none\">own <\/span><\/i><span data-contrast=\"none\">internal procedures. Even worse, this (according to the background justification of the proposal) was done on a partial consultation with vested interests only, essentially asking the ones who receive the money (most likely the 20% beneficiaries receiving the 80% of the budget) what change they want to see in the conditions they have to fulfil to receive their payments. This goes completely against sound management of public money and is simply antidemocratic. <\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335559685&quot;:0,&quot;335559737&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">More concerning still is the potential for <\/span><b><span data-contrast=\"none\">amendments to the procedure for CAP Strategic Plans<\/span><\/b><span data-contrast=\"none\"> (CSP), in particular,<\/span><b><span data-contrast=\"none\">\u00a0articles 120 and 159.<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559685&quot;:-20,&quot;335559737&quot;:-20,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">The process of amending CSPs &#8211; already far from transparent and inclusive &#8211; will be even less so as Member States can now amend their CSP twice a year with more flexible rules and less scrutiny from the Commission.\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\"><strong>If article 120 is removed<\/strong>, Member States will also no longer be obliged to ensure that their plans are in line with the latest changes in existing environmental policies. Further to this, <strong>if article 159 is removed<\/strong>, the Commission will no longer be required to update the list of environmental\/health legislation that CSPs must comply with, meaning the latest rules and requirements will be missed. This simply means that Member States won\u2019t have to ensure that the spending of billions of EUR of public money remains in line with environmental and human health safeguards. This potentially goes against the <\/span><span data-contrast=\"none\">Treaty of <\/span><span data-contrast=\"none\">Amsterdam<\/span><span data-contrast=\"none\"> and the requirement for all sectorial policies to duly integrate the latest environmental policies.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559685&quot;:-20,&quot;335559737&quot;:-20,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"none\">Faustine Bas-Defossez<\/span><\/b><span data-contrast=\"none\">, Director for Nature, Health and Environment at the EEB said: <\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<blockquote><p><span data-contrast=\"none\">\u201c<\/span><i><span data-contrast=\"none\">It is staggering that in the very same week scientists warn that Europe is unprepared for rapidly growing climate risks, the European Commission &#8211; without any impact assessment or proper public consultation &#8211; axes the requirement for EU countries to implement the few measures left in the Common Agricultural Policy (CAP) that are designed to build farm resilience in the face of the environmental and climate crises. Even worse, it goes as far as proposing that CAP Strategic Plans may be non-compliant with new pieces of environmental legislation, potentially going against basic principles under the Treaty. <\/span><\/i><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><i><span data-contrast=\"none\">Not only will this endanger the future viability of European farming and food security, but it also erodes the legitimacy of the CAP, jeopardising its own future existence. Without conditionality, a lot of public money is passed along with no strings attached and certainly no requirement to transition to sustainable farming practices. Only those with vested interests stand to gain (after all 80% of CAP subsidies are given to just 20% of farms), but even they won\u2019t benefit in the long run.<\/span><\/i><span data-contrast=\"none\">\u201d <\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p><\/blockquote>\n<p><span data-contrast=\"none\">This decision brings into <\/span><b><span data-contrast=\"none\">question the social acceptability and legitimacy of the CAP<\/span><\/b><span data-contrast=\"none\">.
