{"id":119736,"date":"2026-02-03T10:16:08","date_gmt":"2026-02-03T09:16:08","guid":{"rendered":"https:\/\/eeb.org\/?p=119736"},"modified":"2026-03-17T14:46:11","modified_gmt":"2026-03-17T13:46:11","slug":"chemicals-wg-meeting-10-11october-brussels-online-2-2-2-2-2-2-2-2-2-3-2-3-2-6-5-2-2-2-3-4-2-2-2-3-6-2-5-3-2","status":"publish","type":"post","link":"https:\/\/eeb.org\/de\/shapingprivatecapital\/","title":{"rendered":"Shaping Private Capital &#8211; Conditionalities for Affordable, Sustainable Housing &#8211; 16 March 2026"},"content":{"rendered":"<p>The European Commission and the European Investment Bank (EIB) have recently launched a landmark effort to tackle the housing crisis, committing over \u20ac50 billion across 2026-2027 and attracting \u20ac375 billion from national and regional promotional banks by 2029.<\/p>\n<p>Despite these record sums, a \u20ac150 billion annual investment gap remains. Across many countries, closing this gap requires crowding in private capital at an unprecedented scale, particularly through the new Pan-European Investment Platform.<\/p>\n<p>Private investment can help deliver new housing, retrofit homes and accelerate innovation, yet it also risks fuelling price increases or driving sub-standard construction. To ensure that public de-risking leads to long-term public good, private capital must be shaped by robust conditionalities.<\/p>\n<p>Conditionalities, also referred to as safeguards, have featured prominently in discussions regarding the EU\u2019s role in housing, but these have remained fragmented and polarised.
