The EU Commission will publish a Climate Resilience and Risk Management Package with legally and non-legally biding measures at the end of 2026. A sound package should systematic include nature-based solutions, the most cost-efficient solutions to restoring biodiversity and the water cycle, the very foundations of climate resilience. With the introduction of mandatory restoration and conservation targets acting in synergies with already existing instruments under the Water Framework Directive (WFD), the Nature Restoration Regulation (NRR) and the Birds and Habitats Directives (BHD), Member States can ensure an effective environmental and agricultural pillar of the National Adaptation Plans. That pillar should also be accompanied by a strong social and governance pillar, and a convincing technical and financial pillar. The background paper reiterates the need to uphold environmental law core principles, environmental legislations such as the WFD and swiftly phase out environmentally harmful subsidies while addressing sectors that foster the triple planetary crises and/or are threatened by it.
